Housing Minister Dr. Megan Woods Announces Key Changes to PHO Scheme
In a move aimed at making homeownership more accessible, the Government’s landmark Progressive Home Ownership (PHO) scheme is set to undergo significant enhancements, as revealed by Housing Minister Dr Megan Woods.
Since its inception in 2020, the PHO scheme has already empowered hundreds of eligible families who previously may have never been able to own their own homes, granting them the opportunity to purchase new homes or have new houses built.
Expanded Opportunities for Homebuyers
The newly introduced changes to the PHO scheme will broaden its reach by allowing qualified individuals to purchase existing homes.
The Government expects this move to broaden the range of housing options, offering more affordable choices in various locations across New Zealand.
Moreover, the scheme will raise the income cap criteria for applicants from $130,000 to $150,000, reflecting recent wage growth. Additionally, it will extend the income cap exemption for intergenerational families to include larger whānau.
A Game-Changing Initiative
These updates will make the PHO scheme more accessible to a larger number of people, establishing it as New Zealand’s pioneering Government-backed initiative in the realm of affordable housing.
Since its introduction, the PHO scheme has already aided 861 families in securing their homes, and 472 households have already moved in. By June 2024, the goal is to contract at least 1,500 homes.
Addressing House Price Inflation
Housing Minister Megan Woods highlighted that the Government made these changes in response to the recent house price inflation, which had affected the uptake of the scheme.
By broadening the range of options available to eligible households, the Government aims to tackle the challenges posed by rising property prices and create a more inclusive path to homeownership.

In addition to the enhancements to the PHO scheme, the Government is taking steps to address rental stress and affordability issues through its Affordable Housing Fund.
The Government has established six new partnerships aimed at developing 92 affordable rental units nationwide.
Between July 2023 and June 2027, these projects will take place, focusing on areas such as Auckland, Rotorua, Hastings, Wellington, and Nelson, where rental stress is particularly acute.
