Commitment Meets Concerns
The UK expressed its support for Mali’s engagement in the Universal Periodic Review (UPR) process and the Transitional Administration’s stated commitment to holding its defense and security forces accountable for violations of human rights. However, there are growing concerns about the gap between these commitments and tangible actions on the ground.
Upholding the Rule of Law
While welcoming Mali’s acceptance of the UK’s recommendation to strengthen the rule of law, an essential pillar for ensuring accountability and long-term stability, the UK voiced deep reservations regarding other unaddressed critical issues.
Unresolved Concerns
Of particular concern is Mali’s rejection of recommendations to facilitate access to independent human rights investigations and to enact vital legislation addressing sexual and gender-based violence. These concerns come in the wake of a report by the High Commissioner highlighting mass killings involving the Malian Armed Forces and the Wagner Group, resulting in the tragic deaths of approximately 500 individuals in Moura last year.
Urgent Calls for Action
The UK issued a strong call to action, urging the Transitional Administration to significantly enhance cooperation with the United Nations and civil society. The primary goal of this enhanced cooperation is to thoroughly investigate the grave allegations, strengthen national mechanisms for accountability, hold perpetrators accountable, and safeguard and advance the human rights of the Malian population. These actions are crucial for ensuring Mali’s long-term security and prosperity.
