Pledging Collaboration for Climate Resilience
Building Capacities and Partnerships
In an effort to combat climate change and its far-reaching impacts, the Philippines and the State of Qatar have forged a partnership aimed at leveraging their respective strengths and expertise. This collaborative initiative seeks to enhance the skills and capacities of key stakeholders, including local communities, to adapt to and mitigate the challenges posed by climate change.
Expressing Gratitude and Commitment
The Climate Change Commission (CCC) Vice Chairperson and Executive Director, Robert E.A. Borje, expressed heartfelt gratitude to His Excellency Ahmed Saad N. Al-Homidi, the State of Qatar’s Ambassador to the Philippines, for Qatar’s unwavering support to the Philippines over the years.
He acknowledged that Qatar’s partnership with the Philippines, particularly in the realm of climate change initiatives, holds significant importance in strengthening bilateral relations.
Collaborating for a Greener Future
Borje underscored the importance of collaboration with Qatar to address the pressing climate crisis, aligning with President Marcos’ vision for international cooperation. He emphasized Qatar’s expertise and support as invaluable assets that can greatly assist the Philippines in adapting to and mitigating the adverse effects of climate change.
“We are working closely with Qatar in line with President Marcos’ vision to address the climate crisis through collaboration with the international community. Qatar’s expertise and support can greatly benefit the Philippines to adapt to and mitigate the impacts of climate change,”

Exploring Areas of Cooperation
During discussions between the two nations, potential areas of cooperation were highlighted. There was a mutual recognition of the necessity to establish a formal cooperation agreement, focusing on technical assistance and policy development, with a particular emphasis on regions within the Bangsamoro Autonomous Region in Muslim Mindanao.
Invitation to Collaborate
The CCC extended an official invitation to Qatar to become a member of the contact group named “Empowering Nurtured Alliance for Climate Action and Transformation” or ENACT. This group serves as the CCC’s coordination mechanism with development partners and embassies, facilitating regular dialogue and fostering the exchange of ideas and best practices on climate-related issues between the two nations.
Strengthening Bonds for Climate Resilience
Al-Homidi, the Qatari Ambassador, emphasized the enduring relationship between Qatar and the Philippines. Furthermore, he conveyed Qatar’s willingness to deepen cooperation in realizing the Philippines’ climate agenda.
“The Philippines is a very important country for Qatar, and we want to explore engagement opportunities to make the bilateral relationship stronger. Our countries are working on signing a memorandum of understanding that will benefit both of us and serve as a catalyst for more bilateral partnerships,”
A Commitment to Climate Action
The Philippines and the State of Qatar jointly affirmed the significance of strengthening partnerships and working collaboratively to drive transformative climate action.
