Amidst the historic grandeur of Bush House in London, Defence Secretary Grant Shapps gave a speech to the London Defence Conference 2024 on 22 May 2024. His keynote speech highlighted the UK’s proactive approach to defence strategy, focusing on rising global tensions, the importance of international alliances, and significant increases in defence spending to safeguard national security.

Historical Context

Bush House, once the home of the BBC World Service, provided a fitting backdrop for Shapps’ address. Reflecting on the era when the building broadcast its final programme in 2012, Shapps contrasted the optimism of that time with the stark reality of today’s global threats.

Back then, relations with China were improving, Russia was part of the G8, and diplomatic efforts were underway with Iran. Today, the geopolitical landscape has shifted dramatically.

Current Threat Landscape

Shapps painted a sobering picture of the current threat landscape, citing the aggressive actions of authoritarian states like Russia, China, Iran, and North Korea. These nations, he argued, are employing ruthless tactics to advance their strategic goals, reminiscent of Russia’s state-sponsored doping scandal at the 2012 Olympics. This time, however, the stakes are much higher, involving national security and global stability.

Shapps said,

“In our more dangerous world, the UK will continue to lead by example and do everything we can to ensure our wake-up call is heard loud and clear. Because today, there is so much more at stake than those Olympic gold medals.”

Recent intelligence indicates collaboration between Russia and China on military equipment used in Ukraine, underscoring the urgent need for robust defence measures.

Shapps also highlighted cyber-attacks, espionage, and other malign activities targeting the UK and its allies, demonstrating the immediate and pervasive nature of these threats.

UK Defence Strategy

In response to these challenges, Shapps unveiled a comprehensive defence strategy:

  • Defence Spending: The UK government has committed to spending 2.5% of GDP on defence by 2030, injecting a £75 billion boost into the defence budget over the next six years.
  • Support for Ukraine: Largest-ever military equipment package delivered to Ukraine and £3 billion annually committed in military aid until at least the end of the decade.
  • Military Exercises and Naval Enhancements: UK provided the biggest land component to NATO’s Exercise Steadfast Defender, intercepted threats in the Red Sea and Israel, and procured new warships to fuel a new golden age of shipbuilding.
  • Investment in Technology: At least 5% of the defence budget ring-fenced for research and development, supporting the development of new multi-purpose warships and sixth-generation fighter jets.

Strengthening NATO and International Alliances

Shapps emphasized the crucial role of NATO and international alliances in ensuring collective security:

  • NATO Expansion: Finland and Sweden joining NATO, with an increased defence spending by member states.
  • NATO Spending Standards: Advocacy for a new NATO standard of 2.5% GDP spending on defence to bolster deterrence.
  • International Cooperation: Collaborations with AUKUS partners (US and Australia) on advanced military capabilities, and leading by example in various initiatives.

Technological and Military Advancements

Investment in cutting-edge technology and military advancements is another key aspect of the UK’s defence strategy. The government has ring-fenced at least 5% of the defence budget for research and development. This investment supports the development of new multi-purpose warships and sixth-generation fighter jets, as well as collaboration with AUKUS partners (US and Australia) on advanced military capabilities.

Shapps highlighted the importance of these technological advancements in maintaining a competitive edge and ensuring the UK’s military forces are equipped to handle future challenges. The UK also aims to strengthen its defence exports, leveraging its leading position in military maritime orders to support allies globally.

Public and Cultural Impact

The UK’s defence strategy extends beyond military measures, impacting local communities and industries. The significant increase in defence spending will stimulate economic growth, particularly in regions with strong defence industry ties. This includes job creation, skills development, and fostering innovation within the UK’s industrial base.

Public support for these initiatives is crucial, and Shapps underscored the importance of transparent communication and community engagement. Furthermore, highlighting successful defence initiatives and their positive impact on local economies helps garner public backing.

Consequently, this transparency and promotion of positive outcomes ensures sustained commitment to national security objectives.

Future Prospects

Looking ahead, Shapps outlined the long-term goals for the UK’s defence strategy:

  • Commitment to Global Security: Continued dedication to strengthening alliances and encouraging international partners to increase their defence contributions.
  • Investment in Advanced Military Technology: Ensuring the UK’s military forces are equipped to handle evolving threats.
  • Public and Economic Benefits: Highlighting the positive impact of increased defence spending on local communities and industries.

Shapps’ keynote speech at the London Defence Conference 2024 serves as a call to action, urging democracies worldwide to wake up to the reality of authoritarian threats and take decisive steps to safeguard freedom and security.

In Conclusion

Grant Shapps’ keynote at the London Defence Conference 2024 underscores the UK’s proactive approach to national and international security amidst evolving global threats. Firstly, by increasing defence spending, the UK is demonstrating its commitment to bolstering its military capabilities. Secondly, strengthening alliances through enhanced cooperation and coordination with partners is a strategic priority.

Moreover, investing in advanced military technology, such as cutting-edge weapons systems and cybersecurity measures, will enable the UK to stay ahead of emerging threats.

Consequently, his speech serves as a poignant reminder of the critical need for robust defence measures and international cooperation to uphold peace and stability in an increasingly dangerous world. Ultimately, the UK’s proactive stance on defence aims to ensure a secure and stable future for the nation and its allies.
