At a recent OSCE Permanent Council meeting, Ambassador Holland delivered a compelling statement from the UK, commending the OSCE High Commissioner on National Minorities, Kairat Abdrakhmanov, for his invaluable work.

Highlighting the urgency of supporting Ukraine amidst ongoing Russian aggression, the UK reiterated its commitment to promoting human rights for national minorities and called for stronger efforts to protect those affected by the conflict.

Prioritizing Ukraine and Condemning Russian Aggression

Ambassador Holland emphasized the dire situation in Ukraine, stressing the importance of protecting civilians, especially national minorities, from Russia’s continued aggression.

The UK condemned Russia’s actions, noting that the pretext of protecting minority rights had led to significant suffering for those very groups.

Russia’s attempts to erase Ukrainian identity in occupied territories, including forced passportisation and the deportation of children, were highlighted as particularly egregious.

Additionally, the European Court of Human Rights recently found Russia guilty of systemic human rights violations in Crimea, including repression against Crimean Tatars.

  • The UK called for Russia to withdraw its troops from Ukraine as the quickest path to peace.
  • Russia’s fabricated pretext of protecting minority rights has exacerbated the suffering of national minorities.

Commending the High Commissioner’s Work

Ambassador Holland praised High Commissioner Abdrakhmanov’s efforts across the OSCE region, particularly in Georgia, Moldova, and Central Asia.

These initiatives have utilized legislation, education, language, and dialogue to improve cohesion and representation for national minorities.

The UK’s unwavering support for the High Commissioner’s mandate reflects its commitment to promoting human rights for all.

Focus on Gender Mainstreaming

The UK highlighted the importance of addressing the intersectionality of gender and national minorities. Ambassador Holland emphasized the need for women’s full, equal, and meaningful participation in public life, including in peace and security efforts.

The UK expressed strong support for initiatives promoting gender mainstreaming and praised the High Commissioner’s focus on this critical area.

  • The UK’s support for gender mainstreaming initiatives aims to enhance women’s roles in public life.
  • Ambassador Holland commended the Office’s recognition of the importance of gender and minority intersectionality.

Future Steps

As High Commissioner Abdrakhmanov concludes his tenure, the UK extended heartfelt thanks and best wishes for his future endeavors. Ambassador Holland expressed gratitude for his dedicated service and highlighted the High Commissioner’s role in addressing challenges faced by national minorities across the region.

The UK’s statement at the OSCE Permanent Council underscores its commitment to supporting Ukraine, condemning Russian aggression, and promoting human rights for national minorities. By prioritizing these issues, the UK aims to contribute to a more peaceful and equitable world.
