City of Tucson’s HCD revises housing repair policies, prioritizing urgent needs and providing targeted support for low-income homeowners.

Tucson residents facing critical home repair issues now have a better chance of receiving help, thanks to a recent update from the City of Tucson’s Housing and Community Development Department (HCD).

This revised prioritization system within the Tucson Housing Repair Program (THRP) is designed to ensure that those with the most urgent needs get assistance first, particularly focusing on low-income homeowners, older adults, and individuals with disabilities.

 

Improving Accessibility for Homeowners in Need

The updated program reflects the City of Tucson’s commitment to enhancing the quality of life for its residents by providing essential repair services.

The new system evaluates the severity of repair needs and ranks applicants accordingly, ensuring that those in dire situations receive prompt attention.

To qualify, homeowners must meet specific criteria, including owning and occupying the home that requires repairs. The property must be free of liens and have a clear title, with mortgage and tax payments up to date.

This new system prioritizes repairs that address serious safety concerns, such as electrical issues, gas leaks, and structural problems.

 

Eligibility and Prioritization Criteria

The Tucson Housing Repair Program’s prioritization system introduces a scoring mechanism that assigns points based on the applicant’s circumstances:

  • Age Consideration: Older adults (62+) are given additional priority points.
  • Disability Status: Individuals with disabilities receive higher priority for repairs.
  • Severity of Repairs: The urgency of the needed repairs significantly impacts the applicant’s ranking.

The program offers grants for repairs up to $15,000, while rehabilitation projects exceeding that amount (up to $25,000) will involve a five-year lien for the excess. This structure ensures that more significant repairs can be funded without placing undue financial strain on homeowners.

 

What the Program Covers

Eligible repairs under the Tucson Housing Repair Program are focused on ensuring the safety and habitability of homes:

  • Critical Repairs:
    • Roof replacement
    • Electrical system upgrades
    • Sewer line repairs
    • Gas leak fixes
    • Furnace or cooling system replacement
    • Water heater installation
    • Structural improvements
    • Water leak repairs
    • Installation of security lights

However, it’s important to note that the program does not cover minor repairs or cosmetic improvements. Services such as appliance repairs, minor plumbing or electrical work, and general maintenance are excluded.
