A Milestone for Tucson’s Affordable Housing
Tucson Mayor Regina Romero, state housing representatives, and local leaders gathered to celebrate the opening of Milagro on Oracle, a 63-unit affordable senior housing project located at 2445 N. Oracle Rd. This development highlights Tucson’s commitment to addressing housing needs and revitalizing the community.
A Vision for Affordable Senior Living
Milagro on Oracle offers affordable housing for residents aged 55 and older, including 19 units designated for individuals transitioning out of homelessness. Located in Tucson’s historic Thrive in the 05 zone, the development is a beacon of hope for residents facing rising rents.
“This Mayor and Council is getting the work done, confronting a housing crisis decades in the making,” said Mayor Regina Romero.
“Milagro on Oracle is a tangible example of our Housing Affordability Strategy for Tucson in action.”
Preserving History, Building the Future
The project exemplifies adaptive reuse, incorporating two pre-World War II motels—the DeAnza Motel and the Don Motel—into its design. A new four-story structure has also been added, blending modern functionality with historic charm.
“This development demonstrates how we can preserve Tucson’s past while creating affordable housing for the future,”
said Ann Chanecka, Tucson Housing and Community Development Director.
Collaboration and Funding
The $20.6 million project was made possible through a combination of public and private funding:
- $18.1 million from Low-Income Housing Tax Credits.
- $1 million from the American Rescue Plan.
- Federal HOME-ARP and additional city funds.
Partners such as Gorman & Company and the Arizona Department of Housing were instrumental in making this vision a reality.
A Broader Strategy for Housing
Milagro on Oracle is part of Tucson’s 10-point Housing Affordability Strategy for Tucson (HAST). Other projects, like Sugar Hill on Stone and South 10th Avenue, are already in development, promising more affordable housing options for Tucsonans.
Richard J. Monocchio, Principal Deputy Assistant Secretary for HUD, praised the city’s efforts, saying,
“This project reflects a thoughtful and collaborative approach to addressing housing needs.”
