Home Office and IBM Partner on Emergency Services Network

The Home Office has announced a partnership with IBM to enhance the Emergency Services Network (ESN), a critical communications system designed to modernize how emergency services operate in Great Britain.

Home Office and IBM Partner on Emergency Services Network

The partners announced their collaboration on January 15, 2025, as part of the broader Emergency Services Mobile Communications Programme (ESMCP) to replace the existing Airwave network with a more advanced 4G-based system.
This initiative will transform how police, fire and rescue, and ambulance services communicate and respond to emergencies.

Enhanced Communications Capabilities

The ESN will provide fast, safe, and secure voice, video, and data services across the 4G network. This will enable first responders to access critical data, images, and information in real-time, significantly improving their response times and effectiveness.

The network will also support emergency services aircraft, vehicle modems, and data-only devices through services such as ESN Air and ESN Connect.

Broader Economic and Social Impact

Implementing ESN will profoundly impact public safety and emergency response capabilities.
The ESN will improve 4G network coverage, especially in remote and rural areas, enabling 999 calls from any 4G-enabled mobile phone and enhancing safety and connectivity across Great Britain.

Statistics

  • Over 300,000 frontline emergency service users will depend on ESN.
  • More than 950 new masts are being constructed, and about 19,000 sites are being upgraded.
  • A total of 292 4G sites are being built by the Home Office to supplement EE’s ESN network.

Leadership Response

The partnership with IBM underscores our commitment to delivering a world-class communications system for our emergency services. This collaboration will ensure that our first responders have the most advanced tools to keep them safe and effective.

Progress and Targets

  • The ESN is expected to replace the Airwave network by 2026.
  • The network will support over 90 aircraft and more than 100 control rooms.
  • The Extended Area Service (EAS) will ensure coverage in the most remote and rural areas.

Local and Regional Impact

The ESN will significantly improve local communities, especially in rural areas where it will fill current coverage gaps. The construction of new masts and the upgrade of existing sites will ensure that emergency services can operate effectively even in the most remote regions.

This will also benefit local authorities and utility services that rely on robust communication networks.

Immediate Implications

The partnership between the Home Office and IBM marks a significant step forward in the development of the ESN. As the network continues to roll out, it will provide immediate benefits to frontline emergency responders, enhancing their ability to respond to emergencies safely and efficiently.

Broader Significance

The ESN represents a major leap forward in the use of technology for public safety. By leveraging 4G capabilities and ensuring comprehensive coverage, the UK is setting a new standard for emergency communications.

This initiative will serve as a model for other countries looking to modernize their emergency response systems.
