Phoenix officials have launched their comprehensive 2025 Heat Response Plan, opening extended-hour and 24-hour respite locations that will remain operational through at least September 30 as summer temperatures begin to climb across the Valley.
City Expands Heat Relief Network to Protect Vulnerable Residents
Mayor Kate Gallego in a statement said:
“Heat-related deaths are preventable, and that’s why the City of Phoenix is once again shoring up local resources to support our most vulnerable residents. We encourage residents to take advantage of the more than 95 cooling centers and hydration stations across the city, including our overnight and extended-hour heat respite centers.”
The Mayor noted the city’s gratitude toward community partners “who work tirelessly throughout the summer to connect people with lifesaving resources.”
24/7 Heat Respite Center Opens at New Location
For the second consecutive year, Phoenix remains the only Arizona city offering a 24/7 heat respite location.
This year’s overnight facility is located at 20 W. Jackson Street, strategically positioned for easy access via walking, bicycling, or public transportation.
The center will provide:
- Water and cooling for anyone seeking overnight heat relief
- Resources for people experiencing homelessness
- Navigation services to help connect people with other city resources
- Transportation assistance to access additional services, including shelter
The Burton Barr Library and Senior Opportunities West Senior Center, which previously served as overnight respite centers in 2024, will return to functioning as cooling centers and hydration stations during their regular operating hours.
Extended Library Hours Offer Evening Relief
The City has expanded evening heat relief options with three library locations now operating with extended hours:
- Cholla Library
- Harmon Library
- Yucca Library
These locations will remain open until 10 p.m. Monday through Saturday and from noon to 10 p.m. on Sundays and holidays. New for 2025, these libraries will offer full services during extended hours, expanding what was available in 2024.
All other Phoenix Public Libraries will serve as cooling centers during their regular business hours.
Heat Awareness Week Activities Begin May 5
The expanded heat relief initiative coincides with Heat Awareness Week, running May 5-9, during which local weather, health, and government agencies will promote summer safety and heat resources.
Media representatives are invited to an availability session on Tuesday, May 6, at the 24/7 respite site from 10-11 a.m.
Proven Results from Previous Efforts
Phoenix’s proactive approach to heat mitigation has shown promising results. Last summer, the City’s strategic efforts led to:
- 20 percent reduction in heat-related 911 calls
- First decrease in heat-related deaths countywide in a decade
