The Federal Voting Assistance Program (FVAP) plays a critical role in helping active-duty service members, their families, and U.S. citizens living abroad to vote absentee in federal elections.

By providing essential resources and support, FVAP ensures that eligible citizens can participate in the democratic process, no matter where they are stationed.

 

The Uniformed and Overseas Citizens Absentee Voting Act

The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), passed by Congress in 1986, mandates that states and territories allow active-duty service members, their eligible family members, and U.S. citizens abroad to register to vote and request absentee ballots for federal elections.

This law guarantees voting rights regardless of where in the world these citizens reside.

 

FVAP’s Mission and Services

FVAP’s mission is to inform and assist eligible voters about their rights and the voting process. Despite having only 12 full-time staffers, FVAP reaches hundreds of thousands of voters annually through its collaborations with service voting action officers and the State Department. The program trains numerous voting assistance officers to ensure military and overseas voters can successfully cast their ballots from anywhere.

 

State and Local Absentee Voting

In addition to federal elections, all 50 states allow military personnel and their eligible family members to vote absentee in state and local elections. This recognition ensures that service members, who are often stationed away from home, can still participate in their home state’s political process.

 

FVAP Resources and Tools

FVAP provides a wealth of resources to assist voters, including its biannual voting assistance guide available in print and online at FVAP.gov. This guide contains comprehensive information on federal and state voting guidelines, voter registration, and absentee ballot requests. The website also features tools for completing the Federal Post Card Application and the Federal Write-In Absentee Ballot, which serves as a backup if a state ballot is not received.

 

Training and Outreach

FVAP’s outreach efforts include training voting assistance officers at military installations. These officers possess the knowledge to help service members and their families navigate the voting process, ensuring they meet deadlines and understand their home state’s rules.

FVAP Director J. Scott Wiedmann emphasizes the program’s commitment to making voting accessible and straightforward for military and overseas voters. He explains,

“We want to make [the voting process] as uniform as possible so that people don’t feel like they can’t participate because it’s too complicated or it’s too hard a process.”

 

Challenges and Recommendations

Absentee voting can present challenges, such as varying registration deadlines across states. Wiedmann recommends that voters mail their absentee ballot request every January to ensure timely receipt and maintain their eligibility. This proactive approach helps voters stay informed about elections and political developments back home.
