The UK government has decided to lift its pause on funding to the UN Relief and Works Agency (UNRWA), a crucial aid delivery body operating in Gaza.

The Foreign Secretary announced the release of £21 million to fund UNRWA’s lifesaving work. The funds will focus on providing emergency food, shelter, and other support to 3 million people in Gaza and the West Bank.

This move realigns the UK with other international donors such as Germany, the EU, and Japan.

 

Context and Background

The funding for UNRWA had been paused due to allegations by Israel that 12 UNRWA staff members were involved in the 7 October attack against Israel.

An independent review by Catherine Colonna was conducted, and following the detailed action plan provided by UNRWA, the UK government is now confident that the agency meets the highest standards of neutrality. This assurance prompted the UK to resume its support.

 

Details of the Funding

The Foreign Secretary announced that the UK will contribute £21 million to support UNRWA’s efforts. This funding includes £6 million allocated to the Gaza flash appeal, which focuses on addressing the most urgent needs of more than 3 million people in Gaza and the West Bank.

 

Program Budget Allocation

The government will also disburse £15 million to UNRWA’s program budget. This will allow them to provide basic services in the Occupied Palestinian Territories and the wider region.

This aid targets delivering emergency food, shelter, and other essential support to the people of Gaza. Many of them face devastating hunger and hardship.

UNRWA has already provided food parcels to 1.15 million people in Gaza, making a significant impact on the ground.

Foreign Secretary’s Statement

In his statement to MPs, the Foreign Secretary emphasized the moral necessity of humanitarian aid in the face of such a catastrophe. He highlighted the vital role of aid agencies in ensuring UK support reaches civilians in need:

“Humanitarian aid is a moral necessity in the face of such a catastrophe and it is aid agencies who ensure UK support reaches civilians on the ground. UNRWA is absolutely central to these efforts. No other agency can get aid into Gaza at the scale needed.”

 

The Foreign Secretary also addressed the allegations against UNRWA staff, noting the thorough review and subsequent actions taken to ensure neutrality:

“I was appalled by the allegations that UNRWA staff were involved in the 7th October attacks. We are reassured that after Catherine Colonna’s independent review, UNRWA is ensuring they meet the highest standards of neutrality and strengthening its procedures, including on vetting.”

 

Development Minister’s Remarks

Development Minister Anneliese Dodds echoed the urgency of the situation in Gaza and the necessity for immediate action:

“The situation in Gaza is intolerable and unacceptable and urgent action is needed to alleviate the suffering of civilians there. UNRWA is the only agency that can deliver lifesaving humanitarian aid at the scale needed. But it can only operate effectively if it has access to the whole of Gaza and it is safe for UNRWA staff to work there.”

 

International Alignment

The UK’s decision to resume funding aligns it with several international donors, including Germany, the EU, Sweden, Japan, France, and other partners.
