Meet Halo, a 14-year-old Tucson resident who has earned top honors as one of the 12 winners in the National Association of Housing and Redevelopment Officials (NAHRO) “What Home Means to Me” poster contest.
Halo’s artwork, depicting her heartfelt vision of home, showcases the transformative impact of Tucson’s Family Self-Sufficiency (FSS) program on local youth, and NAHRO will showcase it in their 2025 calendar.

Celebrating Tucson’s Youth Talent

Halo’s achievement is not just a personal win; it’s a triumph for the Tucson community. Her selection from hundreds of entries across the country shows the importance of affordable housing initiatives and how programs like the FSS support children in expressing their dreams and aspirations.

NAHRO’s national contest aims to increase awareness about the need for affordable, quality housing and highlights the voices of children whose lives are positively impacted by these programs.

The “What Home Means to Me” Contest

The “What Home Means to Me” contest is part of NAHRO’s Housing America campaign, an initiative designed to bring attention to the critical need for safe, stable, and affordable housing across the United States.

Children from public housing and redevelopment programs nationwide submit artwork that reflects their perception of home. These submissions are reviewed by a panel of housing experts and advocates, and winners are selected based on their creativity, message, and artistic ability.

National Recognition

Halo’s nationally recognized artwork will join other award-winning pieces in NAHRO’s 2025 calendar, inspiring and advocating for housing rights and support for families in need.

Her illustration, which captures her vision of home as a place of warmth, safety, and unity, serves as a powerful reminder of the impact a stable home can have on a young person’s life.

Tucson’s Family Self-Sufficiency Program

Halo’s participation and success in the contest highlight the important work done by Tucson’s Family Self-Sufficiency (FSS) program. This initiative, part of the city’s Housing and Community Development department, works with low-income families to set and achieve goals over a five-year period.

By partnering with a caseworker, families create an action plan that can include continuing education, increasing earning potential, and building financial stability, all aimed at breaking the cycle of poverty.

Halo’s achievement is a testament to the program’s role in providing children with the stability they need to thrive. The program not only supports parents but also nurtures the growth and development of their children, encouraging them to express themselves and pursue their talents.

Halo’s story reflects the broader mission of the FSS program: to create a foundation for future success. Through her involvement, she has shown how art can become a powerful tool for children to share their stories and perspectives.

Her poster not only expresses her personal feelings but also serves as an inspiration for others in the community, showing what’s possible when young people receive the support they need.

Community Impact and Local Support

Councilmember and local officials have expressed their pride in Halo’s accomplishment, emphasizing the importance of fostering creativity and supporting programs like FSS that uplift Tucson’s youth.

“Halo’s artwork is a beautiful reminder of why we do what we do,”

shared a representative from Tucson’s Housing and Community Development department.

“It’s about giving children and families the opportunity to thrive and build a future.”

NAHRO will distribute the 2025 calendar featuring Halo’s artwork to its members and sell it online, raising funds and awareness for housing initiatives nationwide.

It will also serve as a source of pride for Tucson residents who recognize the value of supporting their community’s most vulnerable members.

Similarly, this department offers guidance and support for those navigating housing options. Notably, programs like FSS have been instrumental in Tucson’s progress. As a result, the city has made notable gains in helping families achieve stability and success.
