Ambassador James Kariuki of the UK reiterated the UK’s commitment to supporting broad and lasting peace in Colombia, emphasizing the need for the National Liberation Army (ELN) to recommit to the ceasefire.

 

The Current Crisis

The ELN, a rebel group operating in Colombia and Venezuela, ended its bilateral ceasefire with the Colombian government in August 2024. This move followed a series of incidents, including an attack on a military base in Arauca province that resulted in the deaths of two soldiers and injuries to 26 others.

 

UK’s Stance at the UN Security Council

Ambassador Kariuki stressed the importance of the ELN’s commitment to peace, urging the group to deliver on its promises to protect civilian populations and respect international humanitarian law. The UK has been a strong supporter of the peace process in Colombia, particularly since the 2016 Final Agreement between the Colombian government and the former rebel group FARC-EP.

 

Historical Context and Recent Developments

The peace talks between the Colombian government and the ELN have been ongoing despite several setbacks. In 2022, President Gustavo Petro announced bilateral ceasefires with major armed groups, including the ELN. However, the ELN denied this agreement, leading to the suspension of the ceasefire. Despite this, peace talks resumed in Mexico and Cuba, and a six-month bilateral ceasefire was implemented in August 2023. This ceasefire expired in August 2024 without being renewed due to a lack of agreement between the parties.

 

International Support and Monitoring

The UN Verification Mission in Colombia, along with the Catholic Church and other social organizations, has been instrumental in monitoring the compliance with the ceasefire. However, challenges persist, including the ELN’s failure to appoint representatives to regional and local bodies, complicating the adjudication of ceasefire violations.
