Official MSMT Statement

The Republic of Korea, Japan, the USA, the UK, France, Germany, Italy, the Netherlands, Australia, Canada and New Zealand gave a statement on their recent establishment of the Multilateral Sanctions Monitoring Team (MSMT) for the implementation of UN Security Council Resolutions regarding the DPRK:

We, the participating states of the MSMT, are aligned in our commitment to uphold international peace and security and to safeguard the global non-proliferation regime and address the threat arising from the Democratic People’s Republic of Korea’s (DPRK) weapons of mass destruction (WMD) and ballistic missile programs, which are in violation of UN Security Council resolutions (UNSCRs).

In light of the veto which disbanded the UN Security Council’s 1718 Committee Panel of Experts this year, we hereby express our intention to establish the Multilateral Sanctions Monitoring Team (MSMT), a multilateral mechanism to monitor and report violations and evasions of the sanction measures stipulated in the relevant UNSCRs. The goal of the new mechanism is to assist the full implementation of UN sanctions on the DPRK by publishing information based on rigorous inquiry into sanctions violations and evasions attempts.

We underscore our shared determination to fully implement relevant UNSCRs regarding the DPRK, reaffirm that the path to dialogue remains open, and call on all states to join global efforts to maintain international peace and security in the face of the ongoing threats from the DPRK.

Why the MSMT is Necessary?

The MSMT was formed in response to the termination of the Panel of Experts for the UNSC 1718 Sanctions Committee in April 2024.

This termination left a critical gap in the monitoring and enforcement of sanctions against North Korea. The new team will fill this gap by providing continuous oversight and reporting.

Objectives of the MSMT

Ensuring Compliance

The primary objective of the MSMT is to ensure that sanctions against North Korea are implemented accurately and consistently across all participating countries.

This involves monitoring and reporting on any instances of non-compliance and identifying potential loopholes that could be exploited.

Enhancing International Cooperation

The MSMT will facilitate closer cooperation among its member countries to maximize the impact of sanctions.

By sharing intelligence and best practices, the team aims to prevent any circumvention of sanctions and ensure that all countries are aligned in their enforcement efforts.

Supporting Global Security

By effectively enforcing sanctions, the MSMT contributes to global security by limiting North Korea’s ability to engage in activities that pose a threat to international peace and stability. This includes preventing the proliferation of nuclear and missile technologies.

Takeaways:

  • Global Cooperation: The MSMT is a joint effort by 11 countries to enhance sanctions enforcement.
  • Continuous Monitoring: The team will provide ongoing reporting on sanctions implementation.
  • Preventing Circumvention: MSMT will identify and address any attempts to bypass sanctions.
  • Enhanced Security: Effective sanctions enforcement contributes to global security.
  • International Alignment: The team will ensure consistent implementation of sanctions across all member countries.

In Conclusion

The UK’s participation in the Multilateral Sanctions Monitoring Team marks a crucial step in the global effort to enforce sanctions against North Korea. By ensuring accurate reporting and compliance, the MSMT aims to enhance global security and prevent the circumvention of sanctions.

This initiative reflects the UK’s ongoing commitment to international cooperation and the enforcement of sanctions.
