Temporary Protection Amid Ongoing Conflict
The DHS has expanded its efforts to provide relief for Lebanese nationals facing escalating conflict at home. Under the new TPS designation, eligible individuals who have been continuously residing in the United States since October 16, 2024, can apply for TPS, allowing them to remain for 18 months.
Secretary Alejandro Mayorkas explained that this decision was made after thorough consultation with interagency partners, underscoring the gravity of Lebanon’s current situation.
In addition to TPS, Deferred Enforced Departure (DED) is also available for Lebanese nationals covered under President Biden’s earlier announcement. Those eligible can apply for work authorization, enabling them to support themselves while residing in the U.S.
This multi-faceted approach offers immediate relief while promoting legal employment.
How TPS and DED Work for Lebanese Nationals
TPS and DED are mechanisms used by the U.S. government to provide temporary protection and work opportunities for foreign nationals whose countries are experiencing extraordinary crises.
The current situation in Lebanon includes armed conflict and severe political instability, preventing many from safely returning home.
Eligibility Criteria:
- Lebanese nationals must have resided in the U.S. since October 16, 2024, for TPS eligibility.
- Individuals seeking DED-based employment authorization need to comply with the guidelines set forth by USCIS.
Support for Students: Special Student Relief
To further assist Lebanese nationals, the DHS is also offering Special Student Relief for F-1 nonimmigrant students from Lebanon. This relief enables eligible students to work additional hours while their school is in session and even reduce their course load while maintaining their status.
Such flexibility aims to support the approximately 1,740 Lebanese students currently in the U.S., allowing them to continue their education amid these challenging times.
Benefits for Students:
- Increased work hours while classes are ongoing.
- Reduced academic course load for those affected.
Application and Employment Authorization Process
Lebanese nationals who meet the eligibility criteria for TPS or DED must follow specific steps to apply. The U.S. Citizenship and Immigration Services (USCIS) will publish a Federal Register Notice detailing the application process and guidelines for employment authorization.
Status |
Eligibility Date |
Action Required |
---|---|---|
TPS | Residing since Oct 16, 2024 | Apply for TPS upon Federal Register Notice release |
DED | Per President’s directive | File Form I-765 for work authorization |
To apply for an Employment Authorization Document (EAD), Lebanese nationals must submit Form I-765, which USCIS evaluates on a case-by-case basis. The DHS aims to expedite this process to ensure eligible individuals receive the support they need swiftly.
A Broader Impact: U.S. Commitment to Humanitarian Support
By granting TPS and DED to Lebanese nationals, the U.S. government demonstrates its commitment to providing refuge and security for those affected by international crises.
“The U.S. is taking a proactive stance, ensuring that Lebanese nationals can find stability and support during this period of uncertainty,” said Secretary Mayorkas.
The DHS’s efforts are not only focused on immediate protection but also on fostering long-term diplomatic solutions for stability in the region.
The U.S. government’s initiative highlights its dedication to humanitarian support, offering Lebanese nationals both protection and the chance to rebuild their lives during a critical time.
