The British Ambassador to Ukraine, Martin Harris, and Ukraine’s First Deputy Prime Minister and Minister of Economy, Yuliia Svyrydenko, inaugurated Ukraine’s Green Transition Office on 8 November 2024.
This new institution, a cornerstone in Ukraine’s decarbonisation plan, will guide the nation’s post-war green recovery efforts and bolster Ukraine’s climate-friendly growth, with essential funding from the UK.

Supporting Ukraine’s Climate Goals
The Green Transition Office is designed to create a robust framework for the country’s green ambitions.
As Ukraine rebuilds its economy amidst ongoing recovery efforts, this new office will provide critical policy tools for achieving ambitious climate targets, including reducing greenhouse gas emissions by 65% by 2030, a central target under Ukraine’s National Energy and Climate Plan (NECP).
“The UK is committed to supporting Ukraine in rebuilding an energy system that is more secure, sustainable, decentralised, and smarter,” commented Martin Harris. “We are helping Ukraine plan for a Net-Zero future and for integration with European energy markets.”
The office will also play a key role in attracting green investment, engaging both private and public sectors in funding climate initiatives that could transform the landscape of Ukrainian energy and infrastructure.
Green Finance and International Support
Funded through a commitment exceeding £1 million from the UK’s Foreign, Commonwealth & Development Office (FCDO), the Green Transition Office is a powerful statement of the UK’s support for Ukraine’s journey to economic and environmental resilience.
Its establishment follows the Ukraine Recovery Conference in June 2024, where international partners, including the UK and the EU, pledged ongoing assistance for Ukraine’s green transition.
Central responsibilities of the office include:
- Providing expertise: Guiding Ukrainian ministries and helping shape climate policies that will attract green finance.
- Implementing the NECP: Supporting the country’s National Energy and Climate Plan, a cross-sector strategy that aligns with EU regulations and opens up funding sources like the EU’s Ukraine Facility.
- Facilitating investment: Connecting Ukrainian businesses with green finance opportunities to enhance the role of the private sector in the country’s green transition.
Overview of the Green Transition Office’s objectives:
Objective | Description |
---|---|
Climate Policy Development | Develop and support policies for sustainable growth and emissions reduction. |
Green Investment Facilitation | Connect Ukrainian companies with green funding opportunities, both locally and internationally. |
NECP Implementation | Drive progress on the National Energy and Climate Plan and integrate with EU standards. |
Business Sector Involvement | Engage the private sector to support Ukraine’s recovery through green initiatives. |
A Collaborative Vision for Sustainable Growth
Yuliia Svyrydenko, Ukraine’s First Deputy Prime Minister, emphasised the importance of this office to Ukraine’s future:
“The opening of the Green Transition Office is an important step that demonstrates Ukraine’s commitment to sustainable economic development. We aim to incorporate the green transition into our strategies and plans for Ukraine’s recovery.”
With expertise from the UK’s Climate Change Committee, established in 2008, the Green Transition Office aims to mobilise business resources and attract investment into Ukraine’s green economy.
Head of the Green Transition Office, Andriy Kitura, stressed the value of international collaboration in achieving these objectives, noting,
“Our task is to develop effective mechanisms for implementing the principles of the green transition in Ukraine’s economy. Together with our international partners, we will work to attract green investments and help Ukraine achieve the climate and energy goals defined in the NECP.”
Building a Resilient Energy Future
Ukraine’s energy resilience remains a critical concern, especially in light of ongoing Russian attacks targeting Ukrainian infrastructure. The UK, through various support initiatives, has been essential in helping to protect and repair energy networks and deliver emergency support to communities.
The Green Transition Office will continue this trend, focusing on securing a climate-resilient future for Ukraine by prioritising decentralised, sustainable energy sources.
By building a greener economy that supports Ukraine’s EU membership aspirations and boosts energy security, the Green Transition Office represents a vision of both recovery and growth.
With international cooperation and a clear focus on sustainability, Ukraine’s journey toward economic resilience and climate compatibility is well underway.
