The Office of Strategic Capital (OSC) has released its Fiscal Year 2025 (FY25) Investment Strategy, presenting a comprehensive plan to drive innovation in critical technologies and support U.S. national security.

This pivotal document outlines OSC’s financial priorities and introduces loan programs to strengthen supply chains and industrial capabilities.

 

Empowering U.S. Security Through Strategic Investment

A New Era for the OSC

The OSC, established by Secretary of Defense Lloyd J. Austin III in December 2022, is committed to fostering private capital investments that bolster national security.

Officially enacted into law through the FY24 National Defense Authorization Act, the OSC is authorized to issue loans and guarantees to companies working in 31 Covered Technology Categories (CTCs).

“The Department of Defense must pursue innovative ways to ensure the United States remains secure,” stated Secretary Austin.

“The OSC’s FY25 Investment Strategy sets the foundation for technological leadership and economic resilience.”

 

Investment Strategy at a Glance

Key components of the FY25 Investment Strategy include:

  • New Authorities: Implementation of loan programs under the FY24 NDAA.
  • Strategic Framework: Development of guidelines to optimize capital allocations and reduce vulnerabilities.
  • Industry Focus: Emphasis on technologies like advanced materials, microelectronics, synthetic biology, and battery storage.

 

Prioritizing Critical Technologies

The OSC has identified specific industry segments as priority areas for investment. Below is an overview of technologies the OSC aims to support:

Synthetic Biology Bioengineering, biochemicals
Microelectronics Manufacturing Assembly, testing, and packaging
Autonomous Mobile Robots Robotics for logistics and defense

By focusing on these sectors, the OSC aims to enhance domestic production capabilities and mitigate global economic chokepoints.

 

Launching Financial Opportunities

Equipment Finance Loans

The OSC’s first credit product targets companies in critical technology value chains needing equipment financing. The loan program includes the following key details:

  • Application Window: January 2 to February 3, 2025.
  • Loan Purpose: Direct funding for capital investments in critical technologies.
