Global security is under unprecedented strain, with conflicts ranging from Russia’s aggression in Ukraine to turmoil in the Middle East and the Democratic Republic of Congo. In this context, the role of the United Nations (UN) becomes ever more critical.

High Representative and Vice-President Kaja Kallas recently addressed the UN Security Council, emphasizing the European Union’s (EU) steadfast commitment to international peace and security.

The EU: A Pillar of UN Support

Kallas highlighted that the EU stands as the UN’s most reliable partner, being the world’s largest donor of development aid and contributing over a fifth of the UN peacekeeping budget.

Beyond financial support, the EU actively engages in over 20 missions and operations worldwide, collaborating closely with UN initiatives to foster stability, deliver aid, and support political resolutions.

Addressing Middle East Turmoil

The situation in the Middle East, particularly in Syria and Gaza, was a focal point of Kallas’s remarks. She expressed deep concern over the recent surge in violence in Syria, urging all parties to pursue peaceful solutions and break the cycle of violence.

The EU supports an inclusive transition and economic recovery in Syria and is set to host a donors’ conference to mobilize financial support for the nation’s reconstruction.

In Gaza, Kallas noted that the ceasefire is under strain, emphasizing the necessity for both sides to honor their commitments to ensure the success of ongoing talks.

She stressed that humanitarian aid should remain apolitical and welcomed the Arab Recovery Plan, reaffirming the EU’s stance that a Two-State solution is the sole path to lasting peace in the region.

Condemning Russia’s Actions in Ukraine

Kallas did not mince words regarding Russia’s war against Ukraine, labeling it a colonial assault and an unjust invasion of a sovereign nation.

She underscored that the Ukrainian people, enduring daily bombardments, are the most fervent advocates for peace.

Kallas called on President Putin to cease hostilities immediately, asserting that any agreement with Russia must be underpinned by robust security guarantees, given Russia’s history of violating treaties.

EU’s Commitment to Global Stability

In response to escalating threats, EU leaders have pledged to significantly boost military spending, not as a provocation, but as a deterrent to potential conflicts.

Kallas affirmed that the EU will continue to be a predictable, reliable, and credible partner for the UN. Despite current global challenges, she believes that the multilateral system remains the optimal path to a more stable world.

Q&A Session Highlights

During the subsequent Q&A session, Kallas addressed several pertinent issues:

  • EU-US Relations: Responding to comments by President Trump suggesting that the EU was created to disadvantage the US in trade, Kallas emphasized that the EU is fundamentally a peace project, fostering unity and preventing conflicts among member states. She highlighted the EU’s growing geopolitical presence and its role as a reliable global partner.

  • EU-South Africa Summit: Kallas previewed the upcoming summit, noting shared principles of sustainability and equality. She identified areas for cooperation, including energy, critical raw materials, and security, viewing current geopolitical shifts as opportunities to strengthen relationships.

  • Ukraine Peace Talks: On the topic of Ukraine, Kallas expressed hope for lasting peace that ends human suffering. She underscored the necessity of accountability for crimes committed and the importance of upholding the UN Charter.

  • Gaza Reconstruction: Regarding Gaza, Kallas highlighted the importance of stability and proper governance for effective reconstruction. She confirmed the EU’s readiness to mediate and collaborate with Arab partners, ensuring they respect Palestinian rights before discussing additional funding.

EU’s Global Contributions: A Snapshot

The table below provides an overview of the EU’s significant contributions to global peace and security:

Area EU Contribution
Development Aid World’s largest donor
UN Peacekeeping Budget Over 20% contribution
Global Missions/Operations More than 20 active engagements worldwide
Middle East Support Hosting donors’ conference for Syria; endorsing Arab Recovery Plan for Gaza
Military Spending Commitment to substantial increases to deter potential conflicts

To Sum Up

Kallas’s address underscores the EU’s unwavering dedication to supporting the UN and addressing global challenges.

Through financial aid, active missions, and diplomatic efforts, the EU continues to play a pivotal role in promoting international peace and security.
