The UK government has unveiled the Inclusion 2028 programme, aiming to enhance physical education and sports access for over 240,000 pupils with special educational needs and disabilities (SEND) across England.

With an initial £300,000 investment, this initiative seeks to train teachers, establish new clubs, and provide leadership opportunities for students.

Empowering SEND Pupils Through Sport

The Inclusion 2028 programme is set to revolutionize physical education in over 8,000 schools across England by targeting more than 10,000 teachers.

This initiative aims to address the diverse needs of SEND pupils by offering tailored sports activities that cater to various disabilities including physical, sensory, cognitive, communication, and social-emotional challenges.

By establishing 600 new extracurricular clubs offering sports like tennis, boccia, and archery after school hours, the programme provides a platform for pupils to engage in inclusive activities.

These efforts are designed not only to improve physical health but also to foster mental wellbeing and social inclusion among SEND students.

Opportunities Beyond Sports

  • Leadership roles for 1,500 pupils will empower them to develop peer-led activities.
  • Inclusive sports inspired by major events like the Paralympic Games promote national pride.
  • Teacher training enhances confidence in delivering inclusive PE lessons.
  • The initiative aligns with broader government plans for educational equality.

A Broader Context of Support

This programme builds on previous government initiatives such as the Plan for Change announced in 2023. The plan allocated £740 million towards creating new SEND school places and improving inclusive education across England.

Inclusion 2028 complements these efforts by focusing specifically on enhancing PE provision within mainstream schools.

Voices from the Field

Catherine McKinnell MP emphasized sport’s role in breaking down barriers:

“Sport has the unique power to break down barriers… By building a generation of teachers with the skills… we can ensure that every child gets their chance to shine.”

Paralympian Laura Sugar MBE PLY shared her perspective:

“Growing up as a child with a disability I have experienced how physical activity can help improve day-to-day life… It’s fantastic that the new direction of the Inclusion 28 programme will support… ensuring no disabled child is excluded from school sport.”

A Global Perspective

The Inclusion 2028 programme positions the UK as a leader in promoting disability rights through sport.

By aligning with international standards such as the UN Convention on the Rights of Persons with Disabilities, this initiative could inspire similar efforts globally.

The UK’s commitment may enhance its reputation in international forums focused on education and disability inclusion.

Food for Thought

The Inclusion 2028 programme represents a significant step towards making sports accessible for all children in England.

By focusing on teacher training and student empowerment through leadership roles, it aims to create an inclusive environment where every pupil can thrive both physically and socially. Continued support will be crucial for its long-term success.
