Michael Quinonez officially assumed leadership as Santa Teresa’s new Port Director for U.S. Customs and Border Protection (CBP) on July 10, following a ceremonial handover at the War Eagle Air Museum. The event underscored a pivotal transition in regional border leadership.

Michael Quinonez was sworn in as the new CBP Port Director for Santa Teresa, New Mexico, during a formal change of command ceremony held July 10 at the War Eagle Air Museum. Attendees included CBP officials, community leaders, family, and colleagues.

The ceremony featured the CBP Honor Guard, the national anthem, and remarks from El Paso Director of Field Operations Hector Mancha.

The symbolic moment came as Mancha passed the El Paso Field Office guidon to Quinonez. The new director then took the official oath, marking the formal transition of authority.

Director Quinonez Outlines Mission and Responsibility

In his address, Quinonez emphasized the seriousness of the role, highlighting the need for continued vigilance at a critical port of entry.

“Taking on this role is both a privilege and a responsibility I do not take lightly,” Quinonez stated. “I’m reminded of the dedication, sacrifice, and professionalism that defines our organization.”

With more than 23 years of service, Quinonez brings deep operational experience across commercial, land, and international settings.

He began his CBP career in 2002 in Douglas, Arizona, and has since held leadership positions across multiple programs.

Most recently, he served as Supervisory Program Manager at the Tucson Field Office. There, he supported eight ports of entry and coordinated critical initiatives such as:

  • Special Response Team oversight

  • Tactical Terrorism Response Teams and intelligence operations

His work also included enhancing CBP’s biometric modernization through the Simplified Arrival and Biometric Entry-Exit systems.

 

Strategic Focus Areas at Santa Teresa Port

The Santa Teresa Port of Entry plays a vital role in national security and trade facilitation.
