Admiral Daryl Caudle was sworn in as the 34th Chief of Naval Operations on August 25, 2025, during a formal ceremony at the Washington Navy Yard.

With over four decades of service, his leadership marks a new era of naval modernization, operational readiness, and sailor-centered reforms at a time of global maritime challenges.

Chief of Naval Operations Ceremony

More than 300 senior Defense Department leaders and distinguished guests gathered for the ceremony that underscored the importance of naval leadership in a shifting global security environment.

Secretary of the Navy John Phelan praised Caudle as a leader “unafraid to challenge norms and demand results,” highlighting his reputation as both a strategist and a reformer.

In his remarks, Adm. Caudle outlined a vision framed around “the foundry, the fleet, and the way we fight.” He stressed that every decision must be made with operational focus, ensuring sailors are trained, equipped, and supported for decisive victories both today and in the future.

Career and Leadership Path

Adm. Caudle’s career began in submarine warfare, an area that shaped his reputation for technical expertise and strategic insight. He commanded U.S. Submarine Forces and Submarine Force Atlantic, leading some of the Navy’s most sophisticated assets and reinforcing America’s undersea deterrence posture.

Before becoming CNO, Caudle served as the commander of U.S. Fleet Forces Command, where he oversaw global fleet readiness, deployment cycles, and operational training.

This role prepared him to take on the Navy’s top uniformed position, now placing him on the Joint Chiefs of Staff as a key adviser to the president and defense secretary on naval affairs.

Known for his relentless approach and straightforward leadership style, Caudle has earned the nickname “the honey badger.” Colleagues describe him as driven, results-oriented, and uncompromising when it comes to the Navy’s effectiveness and the welfare of its people.

Strategic Leadership Transition

Adm. Caudle succeeds Adm. Jim Kilby, who had served as acting CNO since February 2025. Kilby’s tenure provided stability during a period of broader military reorganization, ensuring continuity until a permanent leader was confirmed.

The transition to Caudle marks a generational shift, bringing new emphasis on advanced technologies, accountability, and global readiness.

Human-Centered Leadership

While modernization and shipbuilding remain at the forefront of his agenda, Caudle has consistently emphasized sailors’ welfare. He has described sailors, civilians, and their families as “the heart of our Navy” and promised to put their needs first in decision-making.

His leadership style is often reflected in personal interactions. At his alma mater, NC State, Caudle inspired midshipmen with candid stories and Q&A sessions, demonstrating his commitment to mentoring the next generation.

Sailors under his command frequently recall his open-door policy and his willingness to advocate directly with industry partners to ensure crews had the resources they needed.

Caudle also credits his wife, Donna, as the “bedrock” of his career. He often acknowledges her sacrifices and support, offering a rare personal dimension at the highest levels of military command that resonates strongly with the Navy’s broader community.

The Focus Under New Leadership

  • Sailors’ Welfare: Enhanced attention to quality of life, family support, and professional development.

  • Operational Readiness: Strengthened deployment cycles and training to maintain global presence.

  • Fleet Modernization: Investment in next-generation platforms and technologies to deter near-peer competitors.

  • Shipbuilding and Industry Partnership: Expanding capacity to ensure long-term maritime superiority and economic resilience.
