Education Secretary Bridget Phillipson announced a transformative strategy for education and skills training at the North East Chamber of Commerce President’s 1815 Lunch in Sunderland on October 3, 2025.

This initiative aims to bolster economic growth, reduce child poverty, and create opportunities across the UK by investing in further education colleges, apprenticeships, and childcare support.

Investing in Skills and Education

The UK government is set to invest nearly £800 million extra next year to enhance further education (FE) colleges. This funding will support an additional 20,000 young people aged 16-19 with essential skills training.

The introduction of specialist Technical Excellence Colleges marks a significant step forward, with a £100 million investment specifically targeting construction skills. The City of Sunderland College will serve as a key regional hub for this initiative.

Transformative Changes for Apprenticeships

Apprenticeship reforms are underway, reducing the minimum duration to eight months and offering employer support grants up to £2,000 for foundation apprenticeships. These changes aim to provide more flexible training pathways that align with modern workforce needs.

Employers hosting T Level placements will receive funding to offset costs, encouraging greater participation from businesses.

Childcare Support and Family Hubs

The expansion of government-funded childcare to 30 hours per week for working parents until their children reach school age is a pivotal part of this strategy. Additionally, free breakfast clubs will be available in every primary school across the country.

Up to 1,000 Best Start Family Hubs are planned to integrate family support services and address child poverty effectively.

Opportunities for Families

  • 30 hours of government-funded childcare until school age
  • Free breakfast clubs in every primary school
  • Up to 1,000 Best Start Family Hubs nationwide

A Holistic Approach to Economic Growth

This comprehensive strategy links education and skills development with community support as a means of driving economic growth and social mobility across the UK. By focusing on sectors like manufacturing, tech, and construction, businesses can access a skilled workforce while benefiting from financial incentives for apprenticeships.

A Vision for Strong Communities

“Because what we want to see as this government is to grow strong communities across the North East and across this country. Communities filled with optimism and opportunity.”

– Bridget Phillipson, Education Secretary at the Department for Education.
