An ambitious new initiative aims to transform the educational landscape for women and girls across Africa, Asia, and the Middle East. Announced by Deputy Foreign Secretary Andrew Mitchell at the Education World Forum, the £45 million programme seeks to remove barriers to higher education, creating safer and more accessible learning environments for the next generation of female leaders.

The Significance of the Programme

Greater gender equality in education is vital for global prosperity and security. Empowering women and girls through higher education equips them with the knowledge to challenge harmful norms, make informed decisions, and contribute significantly to their communities and economies. The UK’s new programme addresses these needs, fostering a generation of female teachers, doctors, inventors, and leaders.

Programme Objectives and Implementation

The programme, Strengthening Higher Education for Female Empowerment (SHEFE), aims to benefit one million young people by improving their opportunities and employability. It will bring together businesses, universities, and governments to form 12 partnerships across Sub-Saharan Africa, South Asia, Southeast Asia, and the Middle East and North Africa.

Component

Description

Safer Learning Environments Initiatives to reduce gender-based violence and strengthen policies
Increased STEM Participation Encouraging women in science, technology, engineering, and mathematics
Enhanced Curriculum Quality Co-designing curricula with industry and government
Gender Equality Research Supporting studies on violence prevention and employability

Creating Safer Learning Environments

Widespread sexual harassment and violence are significant barriers for many women seeking higher education. The SHEFE programme will invest in initiatives to reduce gender-based violence, including training staff and students and strengthening institutional policies to protect them. These measures aim to create safer and more supportive environments for female students.

Quote from the Deputy Foreign Secretary

Rt Hon Andrew Mitchell said:

“Greater gender equality brings freedom, boosts prosperity and strengthens global security. Countries can’t develop if half the population are held back from fulfilling their full potential. ”

“The UK is ensuring that the next generation of female teachers, doctors, inventors and leaders can unlock their potential without being held back by gender bias and discrimination.”

“Education is the foundation for empowerment. It equips women and girls with the knowledge to challenge harmful norms and make informed decisions, including about their health.”

Encouraging STEM Participation and Academic Leadership

Increasing the uptake of STEM subjects among women is crucial for their empowerment and career advancement. The programme will also focus on improving female representation in senior academic positions and enhancing the quality of university curricula by collaborating with industry and government to meet labor market needs.

Supporting Gender Equality Research

Research on gender equality, violence prevention, and employability will be a cornerstone of the SHEFE programme. This research will support partner governments and higher education institutions in developing evidence-based approaches to improve educational outcomes for women and girls.

Building on Previous Successes

The SHEFE programme builds on the success of the Strategic Partnerships for Higher Education Innovation and Reform (SPHEIR) programme, which began in 2016. SPHEIR used dynamic partnerships to strengthen higher education in 16 countries, benefiting over one million students. This new initiative will continue to leverage partnerships to address the unique challenges faced by women and girls in higher education.

To Sum Up

The UK’s £45 million higher education programme represents a significant investment in the future of women and girls across Africa, Asia, and the Middle East. By creating safer learning environments, increasing STEM participation, and supporting gender equality research, the programme aims to unlock the potential of women and girls, empowering them to become the leaders of tomorrow.
