PIA underscores the rising cyber warfare threats, urging stronger cybersecurity measures to protect national security.

The growing threat of cyber warfare is a pressing concern, particularly in the Philippines. Recently, the Philippine Information Agency (PIA) Deputy Director-General Ares Gutierrez emphasized the alarming rise in malicious online activities targeting the country.

 

Alarming Surge in Cyber Attacks

During a social media training program for military personnel, Gutierrez reported a staggering 300-percent increase in cyberattacks since early 2024.

Addressing the graduates at Camp Aguinaldo in Quezon City, he stressed that military social media administrators are now frontline defenders in this “war on information.”

 

Key Hacker Groups Targeting the Philippines

Gutierrez cited reports from the US-based cybersecurity firm Resecurity, pointing to hacker groups like Mustang Panda, Exodus Security, and Death Note Hackers.

These groups, allegedly linked to China, have been intensifying their cyber espionage campaigns against Philippine entities.

Mustang Panda

  • Alias: Also known as Bronze President, Camaro Dragon, Earth Preta, RedDelta, and Stately Taurus.
  • Activity: Active since at least 2012, targeting government entities.
  • Methods: Uses spear-phishing emails, malicious ZIP archives, and DLL side-loading.
  • Targets: Align with Chinese geopolitical interests, especially related to the South China Sea.

Exodus Security

  • Tactics: Carries out DDoS attacks and data leaks.
  • Targets: Affects entities in the Philippines, UK, France, Indonesia, Israel, and India.

 

Cyber Espionage Tactics

These hacker groups employ sophisticated techniques to avoid detection:

  • Legitimate Software: Disguise malicious activities using legitimate programs.
  • Impersonation: Mimic legitimate Microsoft traffic for command-and-control connections.
  • Persistent Operations: Conduct long-term cyber espionage aligning with geopolitical goals.

 

The Role of PIA in Cybersecurity

Gutierrez underscored the PIA’s crucial role in countering disinformation, particularly regarding the West Philippine Sea.

He highlighted the agency’s collaboration with government task forces and upcoming campaigns promoting peace and reconciliation efforts.

“Our partnership with military officers is vital in addressing emerging national security challenges,” Gutierrez said, urging continued cooperation.

 

Recent Developments and Future Plans

The ceremony, held at the AFP Civil Relations Service headquarters, was attended by Maj. Gen. Ramon Sagala and other military officials.

Gutierrez’s speech was a stark reminder of the digital threats facing the nation and the importance of cybersecurity vigilance.

 

Understanding the Broader Impact

The significant rise in cyberattacks can be attributed to increasing geopolitical tensions, especially over the South China Sea.

Continuous education and training on cybersecurity measures are essential for safeguarding national security.
