UK technology partnerships with Central Europe are driving innovation and progress. Via the Science and Innovation Network (SIN), the UK is advancing AI, semiconductors, and more, fostering mutually beneficial collaborations that boost economic growth.

UK-CEE Tech Collaboration: A Growing Partnership

Central and Eastern Europe, combining established scientific expertise with emerging tech startups, has become an attractive UK partner. With its nine countries boasting a combined GDP of over €2 trillion, the region offers a vibrant tech ecosystem aligning with the UK’s International Tech Strategy.

Moreover, the UK government supports collaborations through SIN, pivotal in connecting UK and CEE stakeholders.

“Demand for cooperation in tech and innovation is at an all-time high, particularly in AI and semiconductor research,”

according to a UK government press release.

This alignment has already seen successful events and initiatives, leading to concrete outcomes that are boosting tech development and policy dialogues.

Semiconductors: Bulgaria’s Rise as a Supply Chain Hub

Bulgaria emerges as a vital partner in the semiconductor industry, boasting a unique combination of expertise. Leveraging its historical strength in ICT and electronics, the country is revitalizing its capabilities to meet modern demands.

Building on this foundation, SIN organised a roundtable in January, connecting Bulgarian and UK stakeholders to explore expanded semiconductor collaborations.

Consequently, this meeting highlighted Bulgaria’s considerable potential under the EU Chips Act and positioned it as a strategic supply chain hub in Europe.

Why Bulgaria?

Bulgaria’s ICT sector already contributes over 7% of its GDP, the highest among CEE countries. The country’s legacy in electronics manufacturing, dating back to the 1970s, is being leveraged with investments from global firms like Melexis and GlobalFoundries.

The Bulgarian government is also investing in research and development centres to further strengthen its capacity.

The event not only facilitated strategic discussions but also laid the groundwork for future collaboration. Notably, a memorandum of understanding was signed between the Bulgarian Association of Electrical Engineering and Electronics (BASEL) and TechWorks UK, enhancing cooperation in the semiconductor sector.

Artificial Intelligence: Romania’s Ecosystem

Another focal point of the UK-CEE tech partnership is Romania’s AI sector. Romania’s technology ecosystem is flourishing, with AI startups gaining significant attention. In February, SIN hosted a UK-Romania research conference to foster collaborations in AI research.

The conference featured stakeholders from academia, small and medium enterprises (SMEs), non-governmental organizations (NGOs), and senior officials.

Romania’s AI and IT sectors are central to its economy, employing a large percentage of its workforce. According to a 2022 report, the IT sector alone generated €9 billion.

Companies like Amazon, Hewlett-Packard, and Microsoft have long invested in Romania’s technology landscape, indicating the nation’s capability and potential.

The Impact of the UK-Romania Partnership

The UK-Romania AI dialogue, initiated in 2021, reaches a milestone with this conference. Notably, it showcases the UK’s commitment to international cooperation, yielding tangible outcomes, including AI policy discussions at the upcoming Bilateral Forum.

The Future of UK-CEE Collaborations

The UK’s technology partnerships with Central Europe are a game-changer for both regions. These strategic alliances aren’t just symbolic; they’re driving growth and progress.
The UK demonstrates its collaborative commitment through SIN and Horizon Europe initiatives, fostering innovation and scientific cooperation.
Benefits of UK-Central Europe Partnerships
  • Mutual Growth: CEE countries bring skilled workforces and thriving tech industries to the table, making them ideal partners for the UK’s technology sector growth.
  • Access to Dynamic Markets: The UK gains access to cutting-edge research and innovative markets.
  • Investment and Expertise: CEE nations receive further investment and expertise, fueling their economic growth.
The UK solidifies its European tech leadership by building strategic partnerships, driving sustainable growth, and fostering cross-regional innovation collaboratively.
This collaborative approach is crucial in today’s fast-paced tech landscape, where international partnerships can accelerate progress and foster meaningful advancements.
