Statement by High Representative Josep Borrell on Georgia’s Election Concerns

Recent parliamentary elections in Georgia have triggered significant international scrutiny, with European leaders calling for a transparent review of alleged irregularities.

The European Union, alongside other global bodies, has voiced concern over reported incidents of voter intimidation, irregularities, and unequal conditions favoring certain political parties.

Georgia, as a candidate for EU membership, faces heightened expectations to uphold democratic values and transparency in its electoral processes.

International Concerns and Call for Transparency

Reports from international observers, including the OSCE, pointed to concerning trends during both the campaign period and on election day.

Observers documented various violations such as pressure on civil servants, tampering with ballot secrecy, and isolated cases of physical aggression toward observers. In response, High Representative Josep Borrell has called for a transparent investigation to address these issues.

“Georgia’s commitment to European values requires full transparency,” Borrell stated. “The election’s integrity is essential for democracy and the country’s EU accession path.”

He emphasized the importance of addressing these irregularities swiftly and independently to restore public confidence in the process. Borrell’s stance reflects the EU’s broader insistence that Georgia maintains high democratic standards as it seeks integration with Europe.

The EU’s Role in Supporting Democratic Values

Borrell’s statement underscores the EU’s long-term commitment to supporting democratic values and stable governance structures within its candidate states. The EU has reiterated that credible elections and respect for the rule of law are non-negotiable for membership eligibility.

To this end, Borrell has requested an urgent meeting of the Political and Security Committee and placed the issue on the upcoming agenda for the Foreign Affairs Council in November.

The EU’s call for action is echoed by European Council President Charles Michel, who urged Georgian authorities to respond to these concerns and ensure future elections meet international standards. These actions align with the EU’s policy of supporting democracy and rule-of-law benchmarks for candidate countries.

Global Response: Growing Pressure for Accountability

Global reactions have further emphasized the demand for accountability in Georgia. The United States condemned the irregularities, and NATO representatives expressed concerns over an unequal playing field, calling for a detailed review of the election process. Specific European nations, including Lithuania, Sweden, and France, also raised concerns, questioning the integrity of the election results and the legitimacy of Georgia’s current political climate.

Ensuring Democratic Processes in Georgia

For the people of Georgia, international scrutiny underscores democratic values and transparency. Consequently, Georgians have peacefully demonstrated, reaffirming commitment to democracy and EU ambitions. Meanwhile, calls for electoral clarity echo desires for credible governance and fair representation.
Furthermore, Georgia’s EU pursuit is driven by security and sovereignty aspirations. However, recent developments suggest a pivot toward Moscow and Beijing. Notwithstanding, public support for EU and NATO integration remains strong, contrasting with the government’s illiberal shift.

To uphold its democratic image and meet EU expectations, Georgia must act decisively. Addressing these election issues is crucial not only for its potential EU membership but also for maintaining a stable and fair political environment for its citizens.
