CHIPS Incentives Propel U.S. Leadership

TSMC Arizona secures $6.6 billion CHIPS funding to build state-of-the-art semiconductor fabs, creating thousands of jobs in Phoenix.

the Biden-Harris Administration has awarded TSMC in Phoenix, Arizona $6.6 billion in CHIPS Incentives to bolster U.S. leadership in semiconductor manufacturing.

This transformative investment, under the CHIPS & Science Act, will fund advanced chip production facilities in Phoenix, Arizona, creating jobs and reinforcing national supply chains.

 

Why Semiconductors Matter

Semiconductors are the foundation of modern technology. From smartphones to self-driving cars, these tiny chips power innovation. However, the U.S. currently manufactures only about 10% of the world’s chips, down from 40% decades ago.

The CHIPS & Science Act aims to reverse this trend by incentivizing domestic manufacturing and reducing reliance on foreign supply chains.

 

Details of the CHIPS Award

TSMC Arizona, a subsidiary of Taiwan Semiconductor Manufacturing Company, will receive:

  • Direct Funding: $6.6 billion to support the construction of three advanced semiconductor fabs in Phoenix.
  • Additional Loans: Up to $5 billion to assist in capital expenditures.

These investments are part of a larger $65 billion project, which will include cutting-edge production of chips used in AI, high-performance computing, and 5G technologies.

 

Economic and Job Growth in Arizona

The initiative is expected to create substantial economic benefits:

  • 6,000 direct manufacturing jobs.
  • 20,000+ construction jobs during the development phase.

At full capacity, the Phoenix fabs will produce millions of advanced chips annually, making Arizona a pivotal hub for semiconductor technology.

The Phoenix facilities will manufacture chips such as the A16, the world’s most advanced semiconductor technology. These chips are integral to:

  • High-performance graphics for modern gaming and autonomous systems.

Early production yields at TSMC’s first Arizona fab already rival those of its flagship factories in Taiwan, showcasing the project’s immediate impact on U.S. technological capabilities.

 

Future Outlook

The CHIPS Incentives Award marks a turning point in America’s quest for semiconductor independence. By combining federal funding with private investment, the U.S. is poised to lead global chip manufacturing once again.

For American workers, consumers, and innovators, this initiative represents more than technology—it’s a step toward securing the nation’s economic future.
