Developers are transforming Tucson’s Barrio Nopal neighborhood with the Rincon Manor Affordable Housing Complex, offering energy-efficient living for seniors.
The City of Tucson’s Housing and Community Development Department (HCD) has announced a finding of no significant environmental impact, clearing the way for this pivotal project.
The initiative focuses on creating sustainable housing for residents aged 55 and over, combining affordability with modern amenities.
Project Details
The Rincon Manor development will span 2.48 acres at 6639 South 12th Avenue, Tucson, on a site split from an existing property. This U-shaped, three-story complex will include 84 one- and two-bedroom units tailored for households earning an average of 50% of the area median income (AMI).
The new housing will feature:
- Amenities: Fitness room, onsite laundry, Wi-Fi, green spaces, and a walking path.
- Connectivity: Sidewalk construction linking the complex to South 12th Avenue.
- Sustainability: National Green Building Standard (NGBS) Silver certification and energy-efficient appliances to reduce environmental impact.
Funding and Support
The $28 million project is backed by diverse funding sources:
Funding Source | Amount |
---|---|
HOME Investment Partnerships Funds | $500,000 |
State Housing Trust Funds | $2,000,000 |
Low-Income Housing Tax Credits | Included |

This multi-tiered approach ensures the affordability and quality of the housing provided.
Environmental Clearance and Community Impact
HCD’s environmental review, in compliance with the National Environmental Policy Act (NEPA), determined the project poses no significant risks. Public access to the Environmental Review Record (ERR) is available online or at HCD offices.
Beyond compliance, Rincon Manor addresses critical housing gaps in Tucson, offering much-needed affordable options for low-income seniors while enhancing the local infrastructure with new sidewalks and community spaces.
Public Participation and Next Steps
The City encourages residents to engage by reviewing the ERR and providing feedback. Written comments are accepted until December 23, 2024, via email at rolanda.mazeika@tucsonaz.gov or mail to the HCD office.
Tucson residents can expect Rincon Manor to be a model of sustainable, community-focused development and affordable housing solution.
