During a recent address at the Council of International Development Companies (CIDC), Michele Sumilas, Assistant to the Administrator for Management and Resources at USAID, spotlighted transformative reforms.

These initiatives aim to enhance the agency’s ability to address global challenges, from malnutrition to economic resilience, by leveraging innovative partnerships and streamlining internal processes.

Catalyzing Change Through Private Partnerships

USAID has made remarkable strides in fostering partnerships with the private sector. By prioritizing collaboration, the agency is maximizing its impact and creating sustainable development solutions worldwide.

  • EDGE Fund: A standout example, this initiative has mobilized $100 million in funding, with plans to drive $2 billion in investments over the next five years.
  • Global Partnerships: Notable projects include:
    • Guatemala’s Textile Innovation: Transforming banana stems into eco-friendly fibers, creating jobs, and boosting local incomes.
    • AGRI Ukraine: Supporting over 15,000 Ukrainian farmers with essential resources, generating over $1 billion in agricultural production.

In 2024 alone, USAID reported $43 billion in active private sector partnerships. These collaborations are vital for scaling efforts to meet the world’s pressing needs, from conflict recovery to natural disaster response.

Maximizing Impact Through Efficient Investments

USAID recognizes that financial stewardship is key to sustaining its global mission. To achieve this, the agency has implemented groundbreaking reforms designed to deliver greater value for every dollar spent.

  1. Office of the Chief Economist: Established to optimize program impact through rigorous evidence-based evaluations. In just 17 months, the office reviewed $1.5 billion in programming, improving cost-effectiveness across initiatives.
  2. Administrative Streamlining: By tackling bureaucratic hurdles, USAID has reduced delays and expanded opportunities for small businesses. The agency reached a milestone by allocating over $1 billion to U.S. small businesses in a single fiscal year.

These measures underscore USAID’s commitment to efficiency, ensuring that limited resources yield maximum benefits for communities worldwide.

Strengthening USAID’s Workforce

A strong workforce is the backbone of USAID’s success. Under the “One USAID” initiative, the agency is enhancing its team’s capacity to tackle complex development challenges.

  • Transitioning hundreds of contracted positions to direct hires.
  • Empowering overseas local staff, who make up 75% of USAID’s global workforce.

Additionally, USAID has equipped Foreign Service Officers with new tools and training to excel as development diplomats, enabling them to forge impactful relationships on the ground.

Building a Sustainable Future

USAID’s reforms are not just short-term fixes—they lay the groundwork for continued progress beyond this administration. By institutionalizing these changes, the agency aims to sustain its development mission and seamlessly transition leadership in 2025.

Forward-looking priorities include:

  • Expanding innovative funding mechanisms.
  • Strengthening partnerships with local and international organizations.

As Michele Sumilas emphasized, these efforts are essential to ensuring that USAID remains a nimble, effective force in global development.

In Conclusion

USAID’s commitment to reform has transformed the agency into a model of efficiency, collaboration, and innovation. With initiatives like the EDGE Fund and AGRI Ukraine, it is clear that partnerships and modernized approaches are key to solving today’s challenges.

Michele Sumilas’s vision highlights not only the progress achieved but also the potential for greater impact in the years to come.

Readers are invited to explore more about USAID’s transformative efforts and the vital role of global collaboration in shaping a better future.
