U.S. Special Operations Forces (SOF) are redefining their role in global security, adapting to counter emerging threats like cyber warfare, space domain challenges, and great power competition with nations like China and Russia.

Chris Maier, the outgoing assistant secretary of defense for special operations, reflects on these pivotal changes.

The Evolution of Special Operations Post-9/11

After the 9/11 attacks, SOF took center stage in counterterrorism efforts. These elite units became synonymous with targeted operations against adversaries threatening U.S. security. Today, the scope has expanded to address a diverse range of challenges, including state-based threats.

The focus now shifts to irregular warfare involving strategic adversaries. Maier emphasizes the importance of adapting to counter countries like China, Russia, Iran, and North Korea, while retaining the force’s counterterrorism expertise.

Strategic Value in Modern Warfare

Local Knowledge and Versatility

SOF’s global presence allows it to operate at a granular level with local military leaders. This direct engagement provides invaluable insights into on-the-ground conditions, aiding higher-echelon decision-making.

Integration into Advanced Domains

Modern warfare increasingly involves cyber and space. SOF’s ability to navigate these domains strengthens their role in deterring adversaries and safeguarding U.S. partnerships.

According to Maier, these forces excel in understanding and leveraging complex inter-domain dynamics.

Collaboration: The Cornerstone of Future Operations

A Whole-of-Government Strategy

SOF’s effectiveness lies in its integration with broader U.S. government efforts. This includes coordination with agencies like the Department of Agriculture and experts in fields like hydrology, showcasing a holistic approach to national security.

Strengthening Global Alliances

From NATO to Indo-Pacific allies, partnerships are critical. SOF builds on years of trust and cooperation, ensuring collective deterrence against adversaries. Collaborative efforts in the Indo-Pacific deter China, while work with NATO counters Russia’s aggression.

The Path Forward: Challenges and Opportunities

Enhancing Cyber and Space Collaboration

As warfare evolves, SOF must deepen its expertise in cyber and space. This requires closer collaboration within the Department of Defense and leveraging specialized teams.

Bridging Expertise Across Sectors

Future operations will demand expertise beyond military domains. SOF’s adaptability includes tapping into civilian knowledge—from weather forecasting to agricultural strategies—to achieve mission objectives.

“Special operators have this in their DNA,” Maier said. “We’ve done that since the forces stood up, and now we are getting back to it again.”
