In a decisive move, the U.S. Treasury has imposed sanctions on Rwanda’s Minister of State for Regional Integration, James Kabarebe, and M23 spokesperson Lawrence Kanyuka Kingston.

These individuals, along with two affiliated companies, are accused of supporting armed conflict in the Democratic Republic of the Congo (DRC), exacerbating violence and human rights abuses.

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned:

  • James Kabarebe – A senior Rwandan official allegedly coordinating military and financial support for M23 rebels.
  • Lawrence Kanyuka Kingston – M23’s spokesperson and strategist, linked to the rebel group’s funding and public messaging.
  • Kingston Fresh LTD & Kingston Holding – Two of Kanyuka’s companies suspected of laundering funds for M23 operations.

These sanctions come amid escalating tensions in the DRC, where the Rwanda-backed M23 militia has seized strategic locations, including Goma and Bukavu, leading to civilian casualties and mass displacement.

 

M23’s Role in the Conflict

M23, a U.S.- and UN-sanctioned armed group, has a history of insurgency in eastern Congo. Originally active in 2012, the group resurfaced in 2021 with Rwandan military backing, expanding its control over mineral-rich territories.

  • January 2025: M23 captures Goma, North Kivu’s capital.
  • February 2025: The group seizes Bukavu, South Kivu’s capital.
