The United States and Kenya have convened a high-level meeting during the UN General Assembly to address Haiti’s security crisis by proposing a Gang Suppression Force (GSF).

This initiative, supported by all 32 OAS members, aims to replace the current Kenyan-led mission with a larger force of 5,500 troops.

The meeting underscored the urgent need for international cooperation to stabilize Haiti.

Deputy Secretary of State Christopher Landau emphasized that solutions must be Haitian-led but internationally supported.

The proposed GSF would expand upon the existing Multinational Security Support (MSS) mission led by Kenya, which lacks sufficient resources and mandate.

Kenya’s Role

Kenya has played a pivotal role in leading the MSS mission and is poised to continue its leadership under the expanded GSF.

The transition aims to restore security in Haiti, enabling a return to elected governance.

The U.S. calls on all UN member states to contribute to this effort before the MSS mandate expires in October 2025.

International Collaboration for Regional Stability

The proposed GSF reflects a significant international commitment to addressing Haiti’s security challenges.

By involving all 32 OAS member states, this initiative highlights regional solidarity and cooperation.

The U.S., alongside Kenya and other partners, seeks to strengthen diplomatic relations while promoting stability in the Western Hemisphere.

Strategic Objectives of the Gang Suppression Force

  • Expand troop numbers from current levels to approximately 5,500.
  • Enhance mandate and resources for effective gang suppression.
  • Support Haitian National Police efforts in restoring order.
  • Create conditions conducive for democratic elections in Haiti.
