Police Chief Finalists
Ed DeCastro
Ed DeCastro has worked for the Phoenix Police Department for twenty-four years. At the moment, he serves as Assistant Chief of Investigations.
He held specialized positions in homicide, training, and family investigations in addition to working in several precincts before taking on his current position.
DeCastro, a former math teacher at a middle school, holds a Master of Science in Organizational Leadership from Grand Canyon University and a Bachelor of Science in Mathematics Education from Florida State University. He has a daughter and has been married for over 20 years.
Casey Johnson
Casey Johnson has been with the Oakland, California Police Department for 23 years. He is currently in charge of Field Operations and Special Operations as a Deputy Chief.
He has prior patrol, internal affairs, and training experience. Johnson has a twin and four sisters. He played football in college and is still a huge sports fan.
In addition, he has a Master of Public Safety from the University of Virginia and a Bachelor of Science in Business Administration from Sonoma State University.
Michael Sullivan
Michael Sullivan is the current interim Police Chief of the Phoenix Police Department, a role he’s held since 2022.
His previous experience includes time as the Deputy Commissioner of the Baltimore Police Department and 24 years with the Louisville Metro Police Department in Kentucky where he worked in various assignments including patrol, public integrity, and narcotics.
He holds a Bachelor of Science in Police Administration and a Master of Science in Administration of Justice both from University of Louisville.
Ed Wessing
Ed Wessing has been with the Mesa Police Department for 29 years, joining after serving six years in the United States Marine Corp. He serves as Assistant Chief leading training, human resources, fiscal, community relations and forensics.
Wessing has a bachelor’s degree in education from Northern Arizona University and an MBA from Benedictine University.
Active in the community, Wessing is President of the Board of Directors for Arizona Disabled Sports & Mesa Association of Sports for the Disabled.
How You Can Get Involved
On Wednesday, March 19, 2025, all four will participate in a public forum where the public will get a chance to ask the candidates questions and hear their immediate responses.
Starting at 5 p.m., the Phoenix City Council Chambers will host the moderated public forum. Additionally, it will be shown on PHXTV and streamed live on YouTube.
The candidates will have the chance to introduce themselves to the public and respond to as many questions as they can throughout the forum.
