Ambassador Young’s Vision for Inclusive Multilateralism

Introduction: Championing Civil Society

The UK, represented by Ambassador Archie Young, has made a bold statement at the United Nations Committee on Non-Governmental Organisations (NGOs). Emphasizing the vital role of civil society in global decision-making processes, the UK stands at the forefront of advocating for significant reforms within the UN’s NGO Committee.

 

The Essential Role of Civil Society

Civil society organizations, described by Ambassador Young as the “frontline defenders” in today’s world, play a pivotal role. They are instrumental in upholding human rights, addressing global challenges like climate change and conflict, and ensuring accountability in governance. The UK recognizes this crucial function and is committed to fostering inclusive multilateralism, with civil society inclusion at the UN being a key focus.

 

The Urgent Need for Reform

However, the UK faces opposition in its quest to streamline NGO access to the UN. A notable concern is the politicization of the process, with excessive deferrals and bureaucratic obstacles posed by a minority of Member States. This session, the Committee will review an overwhelming number of new and deferred applications, highlighting the inefficiency and lack of transparency in the current system.

 

The UK’s Commitment to Civil Society

The UK’s approach is clear and principled. The scrutiny of NGOs will focus on ensuring their active status, independence from government influence, non-harmfulness, and adherence to the UN Charter. This streamlined process aims to approve all legitimate NGO applications, moving away from arbitrary blockages that contradict the spirit of Resolution 1996/31.

 

Proposed Reforms and the Way Forward

In 2023, the UK, along with Costa Rica, proposed a decision in the Economic and Social Council (ECOSOC) to improve the NGO Committee’s working methods. This initiative seeks to enhance transparency, efficiency, and the Committee’s ability to fulfill its mandate.

The UK’s leadership in this area is a call for progress, urging all Committee members to foster a safe and welcoming environment for civil society participation at the UN.
