The British Embassy in Manila is inviting proposals to support initiatives in the Philippines that bolster human rights defenders, media freedom, and political reform. This funding opportunity aims to strengthen democratic values and legal protections, promoting a safer and more inclusive environment.

 

Supporting Human Rights Defenders

Objectives:

  • Promote a safe and enabling environment for human rights defenders.
  • Empower and increase access to justice and legal support.

The Embassy’s funding seeks to protect the rights of human rights defenders on both national and regional scales. This support aims to create environments where these defenders can operate safely and effectively, ensuring their rights are upheld.

Funding Available:

  • Up to £20,000

Examples of Potential Projects:

  • Legal aid programs for human rights defenders.
  • Workshops and training sessions to increase awareness and protection.

 

Enhancing Media Freedom

Objectives:

  • Strengthen the legal and regulatory environment to protect freedom of the press.
  • Increase access to justice and legal support for journalists.

Supporting media freedom is crucial in promoting an inclusive media sphere. The British Embassy aims to ensure that journalists can report freely and safely, contributing to a well-informed public.

Funding Available:

  • Up to £20,000

Examples of Potential Projects:

  • Legal defense funds for journalists.
  • Initiatives to reform media laws and regulations.

 

Promoting Political Reform

Objectives:

  • Promote democratic values through reforms that strengthen institutions.
  • Build capacities of political parties, emerging movements, and civil society organizations.

Political reform is vital for fostering democratic participation and stability. The funding will support projects that enhance the effectiveness and transparency of democratic institutions.

Funding Available:

  • Up to £20,000

Examples of Potential Projects:

  • Training programs for political party members.
  • Initiatives to increase voter education and participation.

 

Application Process

Interested organizations must submit a concept note that outlines their proposed project. This note will be reviewed by the British Embassy Manila’s Programme Board, which will shortlist and approve successful bids.

Submission Details:

  • Deadline: 3 June 2024
  • Email: Novi.Avila@fcdo.gov.uk

If a concept note is successful, the bidder will be asked to submit a full proposal and an activity-based budget. Successful bidders will implement their projects from July 2024 (TBC) until 15 March 2025, with all reporting finalized by 31 March 2025.

 

Managerial and Financial Aspects

Organizations must demonstrate their capacity to manage the project funds responsibly. Payment will be made in arrears, with the implementer required to submit monthly financial reports and quarterly progress reports.

Eligibility Criteria:

  • Any organization can apply.
  • Individuals are not eligible to submit bids.
  • Organizations must have an active bank account for electronic transfers.

Exemptions and Co-financing

The British Embassy will not fund academic courses, charitable activities, commercial activities, or infrastructure projects. Co-financing is encouraged to support broader engagement and strengthen bids.

Projects will be evaluated based on:

  • Financial and operational capacity
  • Relevance to objectives
  • Methodology and sustainability
  • Value for money
  • Expected impact

Successful bidders should plan their activities carefully to meet all reporting and implementation deadlines.
