Flood-prone communities now have a robust ally in the fight against severe weather events. The Science and Technology Directorate (S&T) and Deltares USA have unveiled FloodAdapt, an innovative tool designed to enhance flood preparedness and response. By leveraging cutting-edge technology, FloodAdapt aims to protect lives and property in areas susceptible to flooding.

 

Addressing the Growing Need for Flood Protection

Extreme weather events are increasingly common, leaving coastal and riverine communities vulnerable. Learning from past incidents and emerging trends is crucial for safeguarding these areas. FloodAdapt provides comprehensive tools to study, simulate, and predict flood threats, facilitating collaboration and critical decision-making.

Development and Pilot Testing of FloodAdapt

For two years, S&T has collaborated with Deltares USA and Charleston, South Carolina, to develop and pilot FloodAdapt. This suite of community-oriented flood-hazard modeling and impact assessment technologies is now ready to inform field operations and emergency response before and after severe weather events.

Ron Langhelm, S&T Program Manager, highlighted the significance of this collaboration:

“Our efforts in Charleston have played a critical role in the ongoing development of FloodAdapt.”

 

Key Features of FloodAdapt

FloodAdapt offers several unique, user-friendly components designed to help users create community-specific flood simulations, study related impacts, and investigate preventive and mitigative efforts:

  • SFINCS: An open-source modeling tool that rapidly and dynamically simulates compound flooding events, calculating interactions between phenomena like rainfall, storm surges, and river discharge.
  • Delft-FIAT: An open-source flood impact assessment modeling tool that evaluates flood damage to buildings, utilities, and roads.
  • Equity-weighting tool: Incorporates income data to assess equitable distribution of impacts.
  • Benefits calculator: Assesses risk-reduction benefits of preventive measures.

 

Langhelm further explained,

“With these advanced capabilities, FloodAdapt provides some of the most accurate flood-related models and infographics available.”

FloodAdapt provides a comprehensive and user-friendly set of tools designed to help flood-prone communities better prepare for and respond to severe weather events. The collaboration between S&T, Deltares USA, and various local and international partners has resulted in a robust and effective solution for flood management.

 

User Engagement and Continuous Improvement

Local emergency managers, first responders, and community decision-makers have been integral to FloodAdapt’s development. Their feedback has significantly enhanced the tool’s capabilities and scope. The ongoing user testing and engagement ensure that FloodAdapt meets the practical needs of those on the front lines of flood management.

International Collaboration and Future Enhancements

FloodAdapt’s potential extends beyond the US. International partners, including the European Centre for Medium-range Weather Forecasts and emergency responders in Ireland and Denmark, are exploring its implementation in their regions. This global interest underscores the tool’s versatility and effectiveness.

In the coming year, the team will implement two new FloodAdapt capabilities to address technical gaps identified during recent user engagements:

  • Evaluating accessibility impacts, such as access to hospitals, when roads are flooded.
  • Assessing the damage-reduction effectiveness of coastal nature-based solutions, like coral reefs and coastal wetlands.

 

Final Thoughts

FloodAdapt represents a significant advancement in flood protection technology. By enhancing community resilience and facilitating informed decision-making, it offers a promising solution for flood-prone areas worldwide.

As S&T and Deltares USA continue to refine and promote this tool, FloodAdapt is poised to become an essential resource for vulnerable communities.
