In a significant move to bolster the U.S. semiconductor industry, the Biden-Harris Administration has reached preliminary terms with Entegris. This partnership, under the CHIPS Act, aims to onshore critical supply chain materials, enhance domestic chip production, and create over 1,100 jobs in Colorado.

Background on the CHIPS Act

The CHIPS and Science Act, signed into law by President Biden, represents a major investment in America’s semiconductor industry. This bipartisan legislation seeks to revitalize domestic semiconductor manufacturing, secure supply chains, and create well-paying jobs.

With an emphasis on technological innovation and economic security, the Act is pivotal in positioning the U.S. as a leader in chip production.

Details of the Entegris Partnership

Entegris, a leading supplier of advanced materials and process solutions for semiconductor manufacturers, has entered into a preliminary memorandum of terms with the Department of Commerce.

The agreement outlines up to $75 million in proposed federal incentives to support Entegris in onshoring supply chain materials.

Partnership Key Points:

  • Entegris will receive up to $75 million in federal incentives.
  • The initiative aims to create nearly 600 direct manufacturing jobs and 500 construction jobs by 2030.

Entegris is known for its innovation in semiconductor manufacturing solutions, including the development of Front Opening Unified Pods (FOUPs) used by major chipmakers like Intel and TSMC.

Impact on U.S. Semiconductor Manufacturing

This partnership is expected to significantly enhance domestic chip production capabilities. By onshoring critical supply chain materials, the U.S. can reduce its reliance on foreign suppliers and mitigate supply chain disruptions.

Expected Benefits

  • Strengthened U.S. technology sector.
  • Enhanced economic security.
  • Increased job opportunities in Colorado.

Statements from Officials

Gina Raimondo, U.S. Secretary of Commerce, highlighted the importance of this move:

“We’re not just bringing leading-edge chip technology to the U.S., we’re also bolstering the suppliers that make leading-edge manufacturing possible.”

“President Biden continues to Invest in America by delivering good-paying jobs, strengthening our supply chains, and rebuilding our economy from the middle-out and bottom up.”

“Today’s announcement would create over 1,100 new jobs in Colorado that will help power America’s semiconductor industry and drive American competitiveness,”

said White House Deputy Chief of Staff Natalie Quillian.

Implementation and Next Steps

The construction of Entegris’ state-of-the-art manufacturing center in Colorado Springs will proceed in multiple phases.

The first phase will focus on producing FOUPs and liquid filter membranes, while the second phase will expand to advanced liquid filters and fluid handling solutions.

Project Timeline:

Phase

Focus

Completion Year

Phase 1 FOUPs and liquid filter membranes 2025
Phase 2 Advanced liquid filters and solutions 2027

Entegris is also collaborating with local institutions to develop a skilled workforce, including partnerships with Microchip Technology Inc., Pikes Peak State College, and various school districts and universities.

Environmental Sustainability Efforts

Entegris is committed to reducing its greenhouse gas emissions by 42% by 2030, compared to its 2020 baseline. The company also plans to implement water recovery and recycling measures to minimize freshwater dependency.

Broader Economic and Strategic Implications

The onshoring of supply chain materials is crucial for U.S. economic security and global competitiveness. By enhancing domestic chip production, the U.S. can better withstand global supply chain disruptions and secure its position as a technology leader.

Comparative Advantage

The U.S. is poised to triple its domestic semiconductor manufacturing capacity by 2032, achieving the largest projected growth in the world. This growth ensures that America will produce 20% of the world’s leading-edge chips by the end of the decade.

In Conclusion

The preliminary terms between the Biden-Harris Administration and Entegris signify a major step forward for the U.S. semiconductor industry.

This initiative under the CHIPS Act not only aims to enhance domestic production and create jobs but also strengthens America’s position in the global technology landscape.

With significant investments and strategic partnerships, the U.S. is on track to become a powerhouse in semiconductor manufacturing.
