From December 1 to 4, 2024, Minister of Foreign Affairs Mélanie Joly will embark on a high-stakes diplomatic mission to Latvia and Belgium.

The visit is pivotal in reaffirming Canada’s NATO commitments, supporting Ukraine, and bolstering transatlantic security, reflecting Canada’s leadership role in international defence alliances.

 

Reinforcing Baltic and NATO Alliances

Minister Joly will attend two important meetings during her visit:

  • Canada-Baltic “3+1” Foreign Ministers’ Meeting in Riga, Latvia
  • NATO Foreign Ministers’ Meeting in Brussels, Belgium

In Riga, discussions with foreign ministers from Latvia, Lithuania, and Estonia will focus on Russia’s ongoing aggression in Ukraine and NATO’s deterrence posture in Eastern Europe. Minister Joly’s participation underscores Canada’s dedication to collective defence and its deep ties with Baltic nations.

Security and Defence Cooperation

At the heart of Minister Joly’s agenda is ensuring the strength of NATO’s eastern flank. Here’s what will be discussed:

  • Support for Ukraine: Continuing Canada’s commitment to Ukraine’s sovereignty amidst Russia’s invasion.
  • NATO Deterrence Efforts: Strengthening defence systems in Eastern Europe.
  • Baltic Cooperation: Enhancing partnerships with Latvia, Lithuania, and Estonia.

Canada’s NATO Contributions

Minister Joly’s visit highlights Canada’s ongoing involvement in key NATO missions, including Operation REASSURANCE. Canada remains the framework nation for NATO’s Multinational Brigade in Latvia, deploying over 1,900 Canadian Armed Forces (CAF) members under NATO’s collective defence efforts.

 

Why This Visit Matters

Minister Joly’s presence in both Latvia and Belgium comes at a critical juncture. With increasing global tensions and Ukraine’s struggle against Russian aggression, Canada’s leadership in NATO is essential.

This visit also marks a significant diplomatic moment, as Minister Joly will engage with NATO’s newly appointed Secretary General Mark Rutte and EU leaders.

 

Canada’s Role in NATO: A Snapshot

Mission

Details

Operation REASSURANCE Canada leads NATO’s Multinational Brigade in Latvia, supporting deterrence and defence in Eastern Europe.
Operation IMPACT Provides training and capacity-building in the Middle East, contributing to NATO Mission Iraq.
Maritime Leadership Canada currently leads Standing NATO Maritime Group Two in the Mediterranean Sea, handing over command in December 2024.

As Canada continues to play a prominent role in NATO, this diplomatic mission will strengthen alliances and reaffirm commitments to shared democratic values.

Minister Joly’s discussions will not only address immediate security concerns but also set the stage for long-term cooperation, ensuring stability and peace in Europe and beyond.
