Phoenix Builds Affordable Garfield Homes

Collaborative project creates 10 sustainable, affordable homes for working-class families in Garfield neighborhood, preserving community charm.

The City of Phoenix, in partnership with Trellis Community Development, has officially launched an affordable housing initiative in the Garfield neighborhood.

This transformative project will bring 10 new sustainable homes to the area, enhancing homeownership opportunities for working-class families. Construction begins in early 2025, with completion expected by the end of 2026.

A Vision for Affordable Housing

Phoenix Mayor Kate Gallego, alongside other city leaders, emphasized the importance of this initiative in addressing the community’s housing needs.

“This groundbreaking marks our latest efforts in the ongoing and urgent work of creating and preserving much-needed housing in our community,” Gallego stated.

The homes will be built on 10 city-owned lots purchased by Trellis Community Development. Designed to ensure long-term affordability, the houses will be available to households earning up to 120% and 80% of the area median income (AMI).

To make ownership accessible, down payment assistance and low-interest gap financing will also be offered.

 

Modern Homes with Historic Charm

The project’s design balances sustainability with the historic character of the Garfield neighborhood. Each home will feature Craftsman Bungalow-style architecture, ranging from 960 to 1,500 square feet, with two to four bedrooms.

The homes will also include energy-efficient features and flexible floor plans to support homeowners through various life stages.

“These homes will be ‘forever homes,’ built with accessibility and sustainability in mind to support families at every stage of life,”

shared District 8 Councilwoman Kesha Hodge Washington.

 

Community Stability and Long-Term Impact

This initiative is a vital step toward creating resilient neighborhoods. Deed restrictions and zoning measures will prevent future overdevelopment, preserving Garfield’s unique character.

Spencer Self, Neighborhood Services Department director, remarked,

“This development underscores the City’s efforts to make long-term affordable homeownership possible and accessible.”

Since its founding, Trellis has played a crucial role in revitalizing the Garfield area, building or rehabilitating around 80 homes.

Brenda Lopez, President and CEO of Trellis, highlighted the organization’s mission, stating,

“Our vision is an Arizona where everyone has a place to call home.”

 

Funding and Timeline

The City of Phoenix and Trellis are funding this project with voter-approved bonds and federal Community Development Block Grant (CDBG) funding.

Construction on the first three homes begins in January 2025, with the City of Phoenix and Trellis aiming to complete all 10 homes by late 2026.
