The UK government has introduced “Extract,” an AI tool developed with Google DeepMind, to digitize planning documents and expedite the approval of 1.5 million homes by Spring 2026.

This initiative aims to enhance transparency and efficiency in the planning system, benefiting professionals, developers, and the public.

Revolutionizing Planning with AI

The UK’s planning system is undergoing a transformative change with the launch of “Extract,” an AI-powered tool designed to digitize and process planning documents swiftly.

Developed in collaboration with Google DeepMind’s Gemini model, Extract can convert decades-old handwritten records into digital formats within minutes.

This innovation promises to significantly reduce delays in housing approvals and infrastructure projects.

Benefits for Local Communities

  • Faster processing times for planning applications
  • Increased transparency through public access to planning data
  • Potential cost savings for councils and developers
  • Support for building 1.5 million new homes
  • Acceleration of critical infrastructure projects like wind farms

A Leap Forward in Efficiency

The introduction of Extract is expected to save councils and developers substantial time and money, with estimated annual public sector savings reaching £527 million.

By reducing manual processing times from hours to mere minutes per document, this tool allows a single officer to handle up to 100 records daily. Such efficiency gains are crucial as the UK government aims to modernize its planning system.

Voices from the Field

“For too long, our outdated planning system has held back our country—slowing down development,” said Keir Starmer, Prime Minister of the UK Government. “With Extract, we’re harnessing AI power to help cut red tape and unlock new homes as part of our Plan for Change.”

“By using cutting-edge technology like Extract we can fix the broken planning system,” added Angela Rayner, Deputy Prime Minister and Housing Secretary. “This paves the way for the biggest building boom in a generation.”

Paving the Way for Future Developments

The successful trials conducted in Hillingdon, Nuneaton & Bedworth, and Exeter councils have set a precedent for a national rollout planned by Spring 2026.

The initiative not only supports housing development but also fast-tracks essential infrastructure projects such as wind farms and major transport developments.

A Final Reflection

The rollout of Extract represents a significant step towards modernizing the UK’s planning system by leveraging AI technology.

While challenges remain in ensuring data accuracy and managing transitions for staff, this initiative holds promise for enhancing transparency and efficiency in urban development across the nation.
