In Richmond Hill, Ontario, Parliamentary Secretary Ali Ehsassi spotlighted Budget 2025’s Build Communities Strong Fund, a bold national initiative investing $51 billion over 10 years to modernize Canada’s infrastructure, strengthen communities, and create sustainable growth. This landmark plan reflects the federal government’s commitment to building a more resilient, self-sufficient, and prosperous Canada.

A Vision for a Stronger, Self-Reliant Canada

Canada is facing a period of global uncertainty and shifting trade dynamics. Recognizing this, Budget 2025: Canada Strong sets out a clear roadmap to transform the nation’s economy from reliance on a single trade partner toward greater independence. The Build Communities Strong Fund forms the cornerstone of this transformation, empowering cities, towns, and regions to invest in infrastructure that directly benefits Canadians.

Ali Ehsassi emphasized that these investments are about more than bricks and mortar—they’re about people. By improving hospitals, colleges, and roads, the government aims to boost productivity, expand skilled-trade opportunities, and ensure every community has the tools to thrive in a changing world.

Investing in Local Infrastructure That Matters

The Build Communities Strong Fund will deliver tangible results through three major investment streams designed to meet local, regional, and national needs.

Investment Stream Purpose Funding Commitment
Provincial & Territorial Stream Supports housing, health care, and education projects $17.2 billion over 10 years
Health Infrastructure Fund Upgrades hospitals, emergency rooms, and urgent care centres $5 billion over three years
Community Stream Improves local roads, bridges, and water systems $27.8 billion for long-term growth

Each stream contributes to an overarching goal — to create lasting public value through modern, efficient, and community-focused projects.

A Local Example of National Commitment

One of the first initiatives highlighted under this fund is in Richmond Hill, where the federal government will invest up to $400,000 toward a memorial for the victims of Ukraine International Airlines Flight 752 in Unity Park. This memorial will serve as a gathering space for reflection and remembrance, honouring the 55 Canadian citizens and 30 permanent residents lost in the 2020 tragedy.

“This project reflects who we are as Canadians — compassionate, resilient, and united,” said Ehsassi. “By creating spaces of remembrance and renewal, we strengthen our national identity and honour those who built and shaped our communities.”

Building Canada’s Future with Purpose

The Build Communities Strong Fund represents more than infrastructure spending. It is part of a comprehensive nation-building mission that includes complementary initiatives such as:

  • The Major Projects Office, designed to fast-track transformative energy and trade projects.

  • Build Canada Homes, a $13 billion initiative to accelerate housing construction across the country.

  • The Defence Investment Agency, which will leverage Canadian-made resources to expand the domestic industrial base.

Together, these programs align to form a unified vision — one where Canadian communities are equipped to lead in a globalized and competitive world.

Economic Benefits That Reach Every Canadian

According to the federal budget, these measures could unlock $1 trillion in investments over five years, boosting Canada’s GDP by 3.5% — equivalent to over $3,500 per person. Beyond economic growth, the initiative promises meaningful, lasting benefits for communities across the country.

  • Job Creation: Thousands of new skilled trade and construction opportunities will emerge nationwide.

  • Reduced Costs: Improved infrastructure will lower business costs and enhance productivity.

  • Community Renewal: Revitalized hospitals, colleges, and community centres will improve Canadians’ quality of life.

Voices of Leadership and Vision

Prime Minister Mark Carney underscored the significance of this investment, saying:

“Budget 2025 is an investment budget – a confident Canada taking control of its own future. Central to that mission is building local infrastructure, so we can empower Canadians with faster commutes, better careers, and lower costs. With a new investment of over $50 billion, we are building stronger communities to build Canada strong.”

Finance Minister François-Philippe Champagne echoed this sentiment, adding:

“To build the strongest economy in the G7, we must build infrastructure at a speed and scale not seen in generations. The Build Communities Strong Fund is the essential investment in nation-building, targeting the roads, hospitals, schools, and water systems that underpin local prosperity.”

Ehsassi reaffirmed that the budget’s long-term impact will be deeply felt across Canada’s towns and cities, especially as communities like Richmond Hill lead by example in implementing transformative projects.

Charting the Path Forward

As the government moves forward with its nation-building agenda, the Build Communities Strong Fund will serve as the foundation for growth, resilience, and unity. Whether through faster commutes, safer hospitals, or greener public spaces, this investment signals a renewed era of confidence in Canada’s capacity to shape its destiny.

Canada’s future, as envisioned in Budget 2025, is one where communities thrive, economies grow, and national pride deepens. With initiatives like this, Canadians are not just rebuilding their infrastructure — they are rebuilding their confidence in a stronger, more self-reliant nation.
