The Department for Work and Pensions has published an updated pension reform roadmap, with Pensions Minister Torsten Bell confirming that the reforms are moving into their delivery phase following the Pension Schemes Act 2026.

Bell referred to projections indicating that, under current trends, people retiring in 2050 could receive lower private pension incomes than those retiring today. He said the system also needed to support wider economic prosperity while keeping pension savers at the centre of reform.

The Pension Schemes Act provides the legislative basis for several parts of the programme. Measures cited in the speech include larger pension schemes, broader investment options, arrangements for small pension pots and default retirement income products.

The Act also addresses changes within defined benefit pensions, including schemes moving into surplus. It enables defined benefit schemes to share surpluses safely, establishes a permanent Superfunds regime and provides for a zero Pension Protection Fund levy.

Updated Roadmap Sets Implementation Timetable

Bell said the roadmap balances the need for faster reform with the practical capacity of government, regulators and pension organisations to implement several changes at once. It sets out the expected phasing of measures that affect different parts of the system.

The minister acknowledged that some organisations would prefer particular reforms to progress more quickly. He said the timetable had been developed following engagement with the industry and reflected the practical demands created by successive implementation programmes.

The roadmap includes revised plans for the Value for Money regime. Bell confirmed that assessments conducted during its first year would not result in regulatory consequences, allowing schemes time to work with the new framework.

He also said the Guided Retirement timetable should operate alongside legislation enabling Retirement Collective Defined Contribution arrangements. The sequencing is intended to prevent connected reforms from developing on separate or conflicting schedules.

The changing position of defined benefit schemes also creates new governance questions. While many schemes have moved into surplus, the minister noted that this position does not apply across the entire defined benefit sector.

 

Pensions Commission Examines Long-Term Saving

The Pensions Commission has published an interim report examining retirement saving levels. Its findings identified widespread undersaving, people making no pension contributions and particularly limited pension provision among the wholly self-employed.

Bell said the commission’s final report was expected early in 2027 and that the government would move quickly to consider its recommendations. He has also asked the commission to contribute evidence to the Secretary of State’s State Pension age review.

That contribution will sit alongside work from Dr Suzy Morrissey and the Government Actuary. The review will consider the long-term future of the State Pension age within the wider assessment of retirement provision.
