In a significant move to bolster the interests of small businesses within the governmental framework, Shirley Cooper OBE has assumed the role of Crown Representative for small businesses. This appointment heralds a new era of advocacy and support for small and medium-sized enterprises (SMEs) in the UK, especially in navigating the opportunities presented by the newly implemented Procurement Act.

A New Advocate for SMEs

Pioneering Change and Opportunity

Shirley Cooper, with her rich background in procurement and supply chain management, met with Parliamentary Secretary Alex Burghart to outline the roadmap for her tenure. Their discussions revolved around ensuring that the Procurement Act, coming into effect in October, fully benefits startups and small businesses through simplified processes and improved access to government contracts.

Building on a Legacy

Cooper aims to continue the groundbreaking work of her predecessor, Martin Traynor OBE, particularly in leveraging the reforms introduced by the Procurement Act 2023. Her mission is to ensure that SMEs not only have enhanced opportunities to work with the government but also contribute to achieving the best value in public procurement.

Strengthening Government-SME Relationships

Record SME Engagement

Under Cooper’s leadership, the government seeks to increase its engagement with SMEs, building on the record £21.0 billion worth of work awarded to them in 2021/2022. With the government’s annual procurement spend at around £300 billion, there is substantial scope for SMEs to gain from this vast market.

Advocacy and Promotion

Cooper’s role transcends the operational aspects of procurement; she will be a vocal advocate for small businesses, promoting their agenda within and outside the government. Her extensive experience in both the private and public sectors positions her well to bridge the gap between government procurement practices and the needs of SMEs.

A Critical Juncture for Small Businesses

Leveraging the Procurement Act

The Procurement Act’s reforms, poised to dismantle barriers for small businesses vying for government contracts, come at a critical time. Cooper’s appointment is timely, ensuring that SMEs are well-equipped to navigate the new procurement landscape and capitalize on the opportunities it presents.

A Diverse Background of Leadership

Shirley Cooper’s career spans significant achievements and leadership roles across sectors, including co-founding the award-winning start-up law firm Tapestry and serving as a global procurement director. Her commitment to economic development and social impact, coupled with her accolades for services to women’s empowerment and equality, underscores her dedication to fostering inclusive growth.

Looking Ahead

A Strategic Vision for SME Empowerment

As Cooper embarks on her journey as Crown Representative, her strategic vision for SME empowerment is clear. Working closely with the Cabinet Office’s Small Business Advisory Panel, departments, suppliers, and trade bodies, she aims to level the playing field for small businesses, startups, and social enterprises. Her role is pivotal in ensuring these entities can compete for and win more government contracts, marking a significant step forward in the UK’s commitment to fostering a vibrant, inclusive economy.

Conclusion

Shirley Cooper OBE’s appointment as the Crown Representative for small businesses opens up new avenues for SMEs to thrive in the UK’s governmental procurement ecosystem. With a focus on maximizing the benefits of the Procurement Act, Cooper is set to champion the cause of small businesses, ensuring they have a strong voice and fair opportunities in competing for government contracts.
