1,904 NPA Rebels Surrender in First Half of 2024

The Local Peace Engagement (LPE) initiative has led to the surrender of 1,904 communist insurgents in the first half of 2024.

This significant achievement underscores the ongoing efforts to bring peace and stability to the Philippines.

 

A Landmark Achievement in Peace Efforts

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) reported that 1,904 former New People’s Army (NPA) members surrendered from 299 barangays across the country.

This figure includes 1,266 NPA fighters and 638 Militia ng Bayan members, marking a notable success in the government’s anti-insurgency campaign.

 

Community-Focused Peace Talks

Wilben Mayor, Undersecretary for the Local Conflict Transformation Cluster at the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU), highlighted the success of Tracks 1 and 2 of the LPE and Transformation program.

These tracks involve community consultations, problem-solving sessions, and local peace dialogues, which have been crucial in encouraging rebels to surrender.

  • DND’s Report: The Department of National Defense (DND) reported that the NPA’s strength has decreased to 1,251 from a peak of 24,000 in the 1980s.
  • Neutralized Leaders: During this period, 37 key NPA leaders were neutralized, significantly impacting the group’s operational capabilities.
  • Peace and Development Centers: These centers play a vital role in the reintegration process and in fostering the collective spirit of former rebels.

Ernesto Torres Jr., NTF-ELCAC’s executive director, emphasized the need for innovative mechanisms to address the root causes of insurgency and ensure lasting peace.
