City officials, community leaders, and partner organizations gathered on March 3 to celebrate the groundbreaking of Hillsboro’s future year-round shelter for adults experiencing homelessness.
The new facility, strategically located near Winco and Dairy Creek Park, aims to provide essential services and long-term housing pathways for those in need.
Addressing Critical Community Needs
The shelter is designed to serve 75 guests, offering both congregate sleeping areas and individual shelter pods to accommodate diverse needs.
Main features include:
- 35 indoor congregate sleeping areas and 40 individual shelter pods
- Onsite meals, showers, and laundry facilities
- Culturally responsive, trauma-informed staff available 24/7
- Pet-friendly policies to reduce barriers for individuals seeking shelter
Strategic Location & Community Integration
The City of Hillsboro purchased the property on SW 17th Avenue in 2021 with the vision of establishing a shelter that integrates with the surrounding business community.
Located near public transportation, grocery stores, healthcare providers, and employment opportunities, the shelter will offer convenient access to essential resources.

Funding & Construction Timeline
The shelter project is backed by $17 million in funding, sourced from multiple agencies:
- $8.3 million from the voter-approved Metro Supportive Housing Services Measure
- Contributions from the City of Hillsboro, state, and federal funding sources
- Ongoing operational support through Washington County’s Supportive Housing Services allocation
Construction began in early January, and the shelter is expected to open its doors in winter 2025-26.
Upon completion, a dedicated service provider will oversee operations, ensuring that guests receive comprehensive support.
Community Engagement & Plans
Hillsboro officials have actively involved the community in the planning process, incorporating feedback through stakeholder focus groups and public surveys.
The shelter’s design, operational strategies, and neighborhood integration plan will continue to evolve based on community input.
