In Butuan City, 30 former members of the New People’s Army’s (NPA) underground mass organization (UGMO) have taken a significant step toward reintegration by launching a micro-enterprise. With support from various government agencies, these individuals are now running a sari-sari store, marking a new chapter in their lives.

 

The Journey to Micro-Enterprise

Surrender and Support

The transformation began last year when these individuals surrendered to the Philippine Army’s 23rd Infantry Battalion (23IB). Among them was Nora, a 41-year-old former UGMO member.

“After we surrendered, the 23IB helped us organize the Bitan-agan Makugihon Sustainable Livelihood Program (SLP) Association,” Nora shared.

This organization became the foundation for their new venture.

 

Training and Assistance

The group’s journey wasn’t just about surrendering; it involved extensive training and support. Various government agencies provided livelihood training, equipping them with the skills needed to run a micro-enterprise. Nora was one of those who underwent this training, helping establish their consumer store.

 

Government’s Role in Empowering Former Rebels

Capital and Expansion

On a recent Thursday, the group received PHP300,000 in capital through the Department of Social Welfare and Development’s (DSWD) SLP program. This funding is crucial for expanding their store operations.

“This support will help us grow our business. We are so thankful to the 23IB, the DSWD, and other agencies for their assistance,” Nora expressed gratefully.

 

Ongoing Monitoring and Support

The 23IB continues to play a pivotal role in the group’s progress. 2nd Lt. Paoula Andrea Ledesma, 23IB’s civil-military operations officer, mentioned, “We will be joining the DSWD in regular monitoring of the group’s micro-enterprise project.” This ensures that the project remains sustainable and successful.

 

Transition to a Cooperative

Cooperative Development Authority Training

In addition to running their store, the group is preparing to transition into a full cooperative. They participated in training conducted by the Cooperative Development Authority, which aims to help them manage their business more effectively and ensure long-term success.

By engaging in micro-enterprise, they are not only providing for themselves but also contributing to their community’s economic growth.
