CBP Reports Lowest Migrant Encounters

July 2024 sees a dramatic decrease in southwest border encounters, attributed to new enforcement and legal pathways under Biden administration.

In July 2024, U.S. Customs and Border Protection (CBP) recorded a sharp decline in migrant encounters at the southwest border, the lowest since September 2020. This decrease follows President Biden’s recent proclamation aimed at tightening border security.

The new measures appear to be effectively curbing illegal crossings, while also expanding legal avenues for entry.

 

Decrease in Migrant Encounters: A Closer Look

In a significant development, CBP reported a 32% reduction in migrant encounters from June to July 2024. This drop marks the lowest level of illegal crossings in nearly four years, signaling a major shift in border dynamics.

The reduction has been observed across all demographics:

  • Unaccompanied Children: Down by 15%
  • Single Adults: Reduced by 27%
  • Family Unit Individuals: Decreased by 24%

The decrease in these figures can largely be credited to the Presidential Proclamation issued by President Biden on June 4, 2024. This proclamation temporarily suspended entry for certain noncitizens, aiming to tighten border security while focusing on legal pathways.

 

Strengthening Enforcement and Expanding Legal Pathways

Since the proclamation, CBP has nearly tripled the number of noncitizens processed for Expedited Removal, a significant increase from previous months.

Additionally, the percentage of releases pending immigration court proceedings has dropped by nearly half, underscoring a shift towards more immediate enforcement actions.

The introduction of the CBP One™ app has played a pivotal role in managing legal entry. In July alone, CBP processed over 38,000 individuals with appointments scheduled via the app.

This technological advancement reflects a broader strategy to facilitate lawful entry while maintaining strict border controls.

 

The Role of Technology and Targeted Operations

Technology continues to be a cornerstone of CBP’s border management strategy. The CBP One™ app is just one example of how the agency is leveraging technology to streamline legal entry and enhance border security.

Since its launch in January 2023, over 765,000 individuals have used the app to schedule appointments, making it an essential tool for those seeking to enter the U.S. legally.

In tandem with these technological advancements, CBP has also intensified its efforts in drug interdiction. In July 2024, CBP expanded its counter-fentanyl operations, including the launch of Operation Apollo X across the southwest border.

These targeted operations are critical in curbing the flow of illegal drugs into the U.S., further bolstering border security.

 

Impact on Trade and Travel

Despite the focus on border security, CBP has not lost sight of its role in facilitating trade and travel. Compared to July 2023, air and pedestrian arrivals both increased by 6%, and commercial truck processing saw a 5% rise.

These figures highlight the agency’s ability to balance security with the smooth flow of commerce and travel.

In July 2024, CBP processed more than 2.9 million entry summaries valued at over $297.3 billion. This underscores the agency’s commitment to maintaining economic security while enforcing stringent border controls.

Consumer Protection and Agricultural Defense

CBP’s responsibilities extend beyond border security and trade. The agency has been active in protecting U.S. consumers and the agricultural sector.

In July, 408 shipments suspected of forced labor were stopped for examination, with a total value exceeding $70 million.

Additionally, CBP seized 2,230 shipments containing counterfeit goods valued at over $1.2 billion.

On the agricultural front, CBP issued over 6,200 emergency action notifications for restricted and prohibited plant and animal products.

These actions are crucial in safeguarding the U.S. food supply and preventing the spread of pests and diseases.

 

A New Era of Border Security

The July 2024 statistics reflect a pivotal moment in U.S. border security, marked by a significant decrease in migrant encounters and the successful implementation of new enforcement measures.

As CBP continues to adapt to evolving challenges, the agency’s focus on technological innovation, legal pathways, and targeted operations ensures that the border remains secure while supporting lawful trade and travel.

The sharp decline in illegal crossings is a testament to the effectiveness of the Biden administration’s policies and CBP’s unwavering commitment to protecting the nation’s borders.
