UK: ICIBI Annual Report Highlights Home Office Challenges

Chief Inspector's report reveals concerns over efficiency, effectiveness, and report publication delays.

The Independent Chief Inspector of Borders and Immigration (ICIBI) has published its annual report for 2023-24, highlighting concerns over the Home Office’s efficiency and effectiveness in handling immigration, asylum, nationality, and customs functions.

Report Publication Delays

The report notes that only three of the 21 inspection reports published during the year met the ministerial commitment to lay reports in Parliament within eight weeks.
This has raised concerns over the delayed publication of reports, which can undermine ICIBI’s independence and reduce the impact of inspections.

Home Office Performance

The report highlights concerns over the Home Office’s performance in handling immigration, asylum, nationality, and customs functions. While the Home Office accepted the majority of ICIBI’s recommendations, there is still room for improvement.

Challenges Faced by ICIBI Staff

The report also highlights the challenges faced by ICIBI staff during the 15-week gap without an Independent Chief Inspector in post. Interim Independent Chief Inspector David Bolt praised the staff’s handling of the uncertainty.
