Gary Shapley has been appointed as the deputy chief for IRS Criminal Investigation (IRS-CI), overseeing 20 field offices and 14 foreign posts, to enhance the agency’s ability to combat financial crimes such as tax fraud and money laundering.

This strategic move aims to improve tax compliance and economic stability in the United States.

Leadership Changes at IRS-CI

Gary Shapley has taken on the role of deputy chief for IRS Criminal Investigation. His appointment is expected to bring a wealth of experience, particularly in cases with international connections.

This change in leadership is part of a broader effort to strengthen the agency’s capabilities.

About Shapley

Shapley became an IRS-CI special agent in 2009 and has a great deal of expertise working on international cases involving high-net-worth individuals and complicated financial assets as well as foreign financial organizations.

He was chosen to work in the Department of Treasury as a senior advisor to Secretary Scott Bessent.

For IRS-CI’s International Tax and Financial Crime group, an exclusive organization of special agents that look into fraudulent conduct involving offshore tax holdings, financial institutions, and foreign bank accounts, Shapley worked as a supervisory special agent.

In addition, Shapley was the acting assistant special agent in command of the New York Field Office from April to September 2021 and the assistant special agent in charge of the Chicago Field Office from December 2021 to November 2022.

Strengthening Financial Crime Investigations

The IRS-CI plays a crucial role in investigating financial crimes, including tax fraud and money laundering. With Shapley’s expertise, the agency aims to enhance its effectiveness in tackling these issues. This move is seen as vital for maintaining internal security and ensuring fair tax collection.

Implications for Economic Stability

  • Improved leadership could lead to better enforcement of tax laws.
  • Enhanced investigations may reduce instances of tax evasion.
  • A more robust IRS-CI can contribute to overall economic stability.

Quotes

“Gary has been instrumental in many of our cases with an international nexus, and he brings a wealth of knowledge to the role of IRS-CI deputy chief,”

said IRS-CI Chief Guy Ficco.
