Prime Minister Keir Starmer has reaffirmed the UK’s long-term commitment to a modern and forward-looking partnership with India. During his official visit to Mumbai, he celebrated the signing of the UK–India Comprehensive Economic and Trade Agreement and announced new initiatives in education, technology, and defence cooperation.

Introduction: On 9 October 2025, Prime Minister Keir Starmer delivered a major address in Mumbai alongside Prime Minister Narendra Modi. The statement focused on expanding the UK–India trade relationship, strengthening global security ties, and advancing education and innovation partnerships under the UK India trade partnership 2025 framework.

Building a Modern Economic Partnership

Starmer praised India’s economic rise, noting its ambition to become the world’s third-largest economy by 2028. He described the UK–India Comprehensive Economic and Trade Agreement (CETA) as a “breakthrough moment” that will reduce tariffs, open markets, and create thousands of new jobs in both countries.

The Prime Minister highlighted that the UK brought its largest trade delegation in a decade—comprising 126 British companies—to deepen cooperation across sectors such as green energy, financial services, healthcare, and advanced manufacturing. “We’re building something here—something focused on the future,” Starmer said, emphasizing that the partnership will deliver lasting prosperity for both nations.

India’s financial capital, Mumbai, provided a fitting backdrop for the announcement. Starmer praised India’s “remarkable growth story” and expressed admiration for Modi’s Viksit Bharat vision of transforming India into a developed nation by 2047. The UK, he said, stands ready to be a key partner on that journey.

Expanding Education and Innovation

Education emerged as one of the central pillars of Starmer’s Mumbai address. In a landmark announcement, he confirmed that all British universities will be permitted to establish campuses in India—a first in the bilateral relationship. The move supports India’s growing demand for quality higher education and aligns with Britain’s Vision 2035 strategy for international education.

The Prime Minister also unveiled new agreements under the Technology Security Initiative to enhance cooperation in artificial intelligence, communications technology, and defence innovation.

“The UK and India are global leaders in technology,” he said.

“Together, we are shaping the next generation of secure, sustainable growth.”

These initiatives reinforce a shared goal of using innovation and education to drive inclusive economic growth. The trade deal and academic collaborations will, according to officials, create new pathways for research partnerships, student mobility, and job creation across emerging industries.

Deepening Defence and Global Security Cooperation

Starmer’s statement also underscored the importance of defence collaboration and shared strategic priorities. He announced ongoing naval exercises between the UK Carrier Strike Group and the Indian Navy, describing the cooperation as “a symbol of trust and global responsibility.”

The two leaders discussed global stability challenges, including the need for a just peace in Ukraine, cooperation on climate and clean energy, and progress toward a permanent ceasefire in Gaza. Starmer welcomed the first stage of the Gaza peace plan and called for immediate implementation of humanitarian measures.

“The world must now act with unity and urgency,” he said.

Additionally, the UK reaffirmed support for India’s bid for a permanent seat on the UN Security Council, recognizing India’s growing global influence and leadership in multilateral diplomacy.

A Partnership Rooted in People

Throughout his remarks, Starmer emphasized the human connection between the UK and India—the “living bridge” that links the two nations through families, innovation, and shared values. He offered condolences to victims of the Air India crash earlier this year, calling it “a tragedy that united our nations in grief and solidarity.”

The Prime Minister closed his speech by extending Diwali greetings and celebrating the spirit of cooperation and friendship that defines the bilateral relationship.

“We are family,” he said, “and together we are building a stronger, fairer, and more prosperous future for our people.”

Shared Growth and Global Leadership

The Mumbai visit cements the UK–India relationship as one of the most dynamic partnerships in the world. With growing collaboration across trade, education, defence, and technology, both nations are positioning themselves as global leaders in sustainable development and innovation.

As Starmer concluded, the next chapter of the UK India trade partnership 2025 will be “defined not just by trade figures, but by ambition, trust, and shared purpose.”
